Vermont Yankee Proposed Change No. 133, Spent Fuel Pool Expansion - Response to Request for Additional Information (Rack Lifting Rig Designs)

Dear Sir:

In response to your recent request, Vermont Yankee herein provides additional information concerning the rack lifting rig designs associated with our proposed spent fuel pool expansion Technical Specification change submittal [ Reference (b)].

The NES lifting device has been designed and verified to meet the stress and redundancy criteria of NUREG-0612. The preoperational load test for each lift system will consist of 150% of the empty spent fuel rack weight or a total test load equal to 60,000 lbs.

The Type R lifting tool for installing the NES designed spent fuel racks consists of two components. The first component is a strongback which is a fabricated structure. The second component consists of four lifting arms which protrude downward from the strongback through four open cells in the NES racks.

These directly engage the NES rack base plate.

The strongback provides redundant load paths to the Reactor Building crane, one to the crane sister hook, and the second to the crano lifting eye.

Additionally, enclosed with this letter please find the requested proprietary drawings of the NES rack lifting rig design.

In accordance with 10CFR2.790(b)(1), affidavits attesting to the proprietary nature of the enclosures are attached. Accordingly, we request that these drawings be withheld from public disclosure.

Please be advised that information requested for the PAR rack lifting rig design will be provided as soon as it is available, approximately June 1987.

Accordingly, the information contained with this letter, pending submittal of the above-mentioned PAR rack lifting rig design information, completes all the remaining additional information requested of Vermont Yankee associated with the subject amendment request. However, should you have any

I am submitting this affidavit in eraformance with the provisions of 10CFR2.790 of the Commission's regulations for withholding this information.

The information for which proprietary treatment is sought is contained in the enclosures to our letter, Vermont Yankee Nuclear Power Corporation to U. S.

Nuclear Regulatory Commission, dated April 13, 1987.

Pursuant to the provisions of Paragraph (b) (4) of Section 2.790 of the Commission's regulations, the following is furnished for consideration by the Commission in determining whether the information sought to be withheld from public disclosure, included in the above referenced document, should be withheld.

Per the attached executed and sealed affidavit dated April 10, 1987, Nuclear Energy Services Incorporated states that the material contained in this transmittal was obtained at considerable expense to Nuclear Energy Services Incorporated and the release of same would seriously affect their competitive position.

2..The material contained in this transmittal is of the type customarily held in confidence and not customarily disclosed to the public.

This information is being transmitted to the Commission in confidence under the provisions of 10CFR2.790 with the understanding that it is to be received in confidence by the Commission.

This information is for Commission internal use only and should not be released to persons or organizations outside the Directorate of Regulation and the ACRS without prior approval of Yankee Atomic Electric Company and Nuclear Energy Services Incorporated. Should it become necessary to release this information to such persons as part of the review procedure, please contact Yankee Atomic Electric Company, and they will contact Nuclear Energy Services Incorporated to make the necessary arrangements required to protect their proprietary interests.
