We have reviewed your Reportability Matrix for Security Events submitted on March 4, 1987. The Reportability Matrix is adequate except for the compensatory measure column. Your matrix describes compensatory measures in place within 10 minutes of the events " discovery" as adequate to determine reportability requirements.

Footnote 4 of the Reporting of Physical Security Events table in 10 CFR 73.71(c) defines properly compensated, in reference to event reportability, as measures implemented within 10 minutes of an events

" occurrence." To assure compliance with 10 CFR 73.71(c), the Reportability Matrix must be changed to indicate that the compensatory measures must be implemented within 10 minutes of the event " occurrence," rather than the event discovery.

For reportability purposes time of discovery is important only if the time of occurrence can not be determined.

Please advise us within 30 days of any security events since January 1987 which were logged, rather than reported to the NRC, based upon compensatory measures being implemented within 10 minutes of an vent discovery.

The response directed by this letter is not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
