NOTICE OF VIOLATION

During an NRC inspection conducted during the period May 1-31, 1987, a violation of NRC requirements was identified.

The violation involved failure I

'to maintain a seismic support in the design configuration.

In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions,"

10 CFR Part 2, Appendix.C (1987), the violation is listed below:

Criterion V of Appendix B to 10. CFR Part 50, as implemented by Section 5 of the Arkansas Power & Light Quality Assurance Manual - Operations, requires, in part, that' activities affecting quality shall be prescribed by documented drawings and shall be accomplished in accordance with these drawings.

Design Drawing HCS-2-DH60, Revision 2, dated August 27, 1980, depicts the design configuration of Seismic Pipe Support DH60 on the 14-inch supply pipe to the Unit 1 train "A" engineered safety features pumps, P34A and P35A, from the reactor building sump.

Contrary to the above, on May 6, 1987, Seismic Support DH60 was found not to match the design drawing in that three of four anchor bolts on one baseplate were not torqued as evidenced by there being no contact between the baseplate and the nuts.

This is a Severity Level IV. violation.

Pursuant to the provisions of 10 CFR 2.201, Arkansas Power & Light Company is hereby required to submit to this office, within 30 days of the date of this Notice,- a written statement or explanation in reply, including:

(1) the reason for the violation if admitted; (2) corrective steps which have been taken and the results achieved; (3) corrective steps which will be taken to avoid further violations; and (4) the date when full compliance will be achieved.

Consideration may be given to extending your response time for good cause shown.
