Gentlemen:
This refers to the inspection conducted by Mr. James A. F. Kelly of this office
during the period September 15-19, 1986, of activities authorized by NRC
Operating License DPR-40 for Fort Calhoun Station, and to the discussion of our
findings with you and other members of your staff at the conclusion of the
inspection.
Areas examined during the inspection included management effectiveness,
security organization, security program audits, compensatory measures, security
system power supply, access control-vehicles, and security plan and
implementing procedures. Within these areas, the inspection consisted of
selective examination of procedures and representative records, interviews with
personnel, and observations by the inspector.
The inspection findings are
documented in the enclosed report.
During this inspection, it was found that certain of your activities were in
violation of NRC requirements.
Normally, you are required to respond to these
violations, in writing, in accordance with the provisions of Section 2.201 of
the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations.
Your response during the inspection, which included an admission of the alleged
violation, an explanation of the causes, corrective steps which have been taken
with the immediate results, and the outlined corrective steps which will be
taken to avoid further violations, was based on the specifics contained in the
Notice of Violation enclosed with this letter.
Therefore, no written response
to this violation is required.
We have also examined actions you have taken with regard to previously
identified inspection findings.
The status of these items is identified in
paragraph 2 of the enclosed report.
