Gentlemen:

This refers to the inspection conducted by Messrs. P. H. Harrell and M. E. Murphy

of this office during the period August 1 through September 30, 1986, of

activities authorized by NRC Operating License DPR-40 for the Fort Calhoun

Station, and to the discussion of our findings with you and other members of

your staff at the conclusion of the inspection.

Areas examined during the inspection included operational safety verification,

maintenance, surveillance, plant tours, safety-related system walkdowns,

security observations, review of the tests and experiments program, followup on

previously identified items, followup on a licensee event report, and

management organizational changes. Within these areas, the inspection

consisted of selective examination of procedures and representative records,

interviews with personnel, and observations by the inspector. The inspection

findings are documented in the enclosed inspection report.

During this inspection, it was found that certain of your activities were in

violation of NRC requirements.

Consequently, you are required to respond to

these violations, in writing, in accordance with the provisions of Section 2.201

of the NRC's " Rules of Practice," Part 2. Title 10, Code of Federal Regulations.

Your response should be based on the specifics contained in the Notice

of Violation enclosed with this letter.' Since it was also found during this

inspection that you had taken corrective action, including action to prevent

recurrence, for Violation A, no response to that violation need be submitted.

The material enclosed in Appendix A and Safeguards Attachment to Appendix B

contains Safeguards Information as defined by 10 CFR Part 73.21 and its

disclosure to unauthorized individuals is prohibited by Section 147 of the

Atomic Energy Act of 1954, as amended. Therefore, the material contained in

Appendix A and Attachment will not be placed in the Public Document Room.

We have also examined actions you have taken with regard to previously

identified inspection findings. The status of these items is identified in

paragraph 2 of the enclosed report.
