Letter from Holtec Decommissioning International, LLC to U.S. Nuclear Regulatory Commission- "Pilgrim Physical Security, Training & Qualification and Safeguards Contingency Plan, Revision 19," July 21, 2020 On April 2, 2020, Holtec Decommissioning International, LLC (HDI) submitted a proposed revision to the Pilgrim Nuclear Power Station (PNPS) Physical Security Plan (PSP) and a License Amendment Request (LAR) to incorporate an additional Independent Spent Fuel Storage Installation (ISFSI) at the site (Reference 1). On May 26, 2020, the U.S. Nuclear Regulatory Con1rnission (NRC) Office ofNuclear Material Safety and Safeguards (NMSS) confirmed that the NRC Staff had completed its acceptance review of the LAR to determine if the technical information provided was sufficient to allow the NRC staf( to complete its detailed technical review (Reference 2).

Singh Technology Campus, 1 Holtec Blvd.,.Camden, NJ 08104 HOLTE c--------------"------Te-le-ph-o-ne-(8_5_6)-7-97--0-90-0 DECOMMISSIONING Fax (856) 797-0909 INTERNATIONAL Reference 2 confirmed the NRC had detennined that the proposed LAR provided sufficient technical information to enable the NRC staff to initiate a detailed technical review and make an independent assessment regarding the acceptability of the proposed amendment in terms of regulatory requirements and protection of public health and safety and the environment. Reference 2 also identified three requests for additional information (RAJ). HDI responses to the RAis were provided in Reference 3.

With respect to RAI #3, the NRC requested a full copy of the proposed PSP, to allow for the staff to complete its technical review of the amendment application. RAI #3 also identified that if any PSP changes were implemented in the future, prior to completion of the amendment application review, then those changes were also requested to be submitted to the NRC.

On July 8, 2020, Pilgrim Station implemented Revision 19 of the PSP. In accordance with 10 CFR 50.54(p)(2), HDI submitted PSP Revision 19 (Reference 4). Consistent with RAI #3, HDI is hereby submitting a full copy of proposed PSP Revision 19 A, which includes Appendix D and the associated security requirements applicable to the new ISFSI II cask storage pad.

Enclosures 1 and 2 to this letter provide a redline strike-out and a clean copy of proposed Pilgrim PSP Revision 19A. Enclosure 3 provides a compact disk (CD) that provides an electronic copy of Enclosures 1 and 2. These enclosures contain "Safeguards Information" as defined by IOCFR 13.22 arid disclosure to unauthorized inoividuals is prohibited by Section 147 of the Atomic Energy Act of 1954, as amended, and must be protected accordingly.

Pursuant to 10 CFR 50.91, Notice for public comment; State consultation," paragraph (b), a non-safeguards copy of this submittal is being provided to the Commonwealth of Massachusetts, Emergency Management Agency.

This letter contains no new regulatory commitments.
