SUBJECT: NRC INSPECTION REPORT NO. 50-298/99-08
Dear Mr. Swailes:
On August 20,1999, the NRC completed a routine pilot program inspection at your Cooper
Nuclear Station reactor facility. The results of the inspection were discussed with
Mr. B. Dettman and other members of your staff at the completion of the inspection. The
enclosed report presents the results of this inspection.
The inspection focused on the implementation and effective performance of the Access
Authorization / Fitness for-Duty (Behavior Observation) program, the Access Control of
personnel, packages, and vehicles into the protected and vital areas and the Performance
Indicators. Based on the results of this inspection, the NRC did not identify any issues through

the risk significance determination process.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its

enclosure will be placed in the NRC Public Document Room.
