Dear Mr. Wilgus:
Generic Issue (GI) No. 124, Auxiliary Feedwater System Reliability, addresses the adequacy of reliability of auxiliary (or emeroency) feedwater systems (AFW or EFW). Past reliability analyses indicated that most plants fell in a high or intermediate reliability range. However, several plants, including Crystal River Unit 3 (CR-3), fell in a lower reliability range. Some of these plants, again including CR-3, have implemented modifications to improve their AFP system reliability.
FPC has recently submitted its analysis of the CR-3 EFW reliability taking into account all recent and planned future modifications.
This study is presently under review by the NRC staff. Powever, at this time, the AFW system reliability for CP-3, as well as for some other plants, remains open to question.
In connection with the resolution of GI-124, we are independently evaluating whether the EFW system of each of the questionable plants is sufficiently reliable and will document any recommendations for further licensee or staff actions.
Our approach to resolution of this matter and the basic elements of our evaluation are described in Section C of the Safety Evaluation of the Prairie Island plants, (Enclosure 1), which has previously been made available to members of your staff.
Our review will consist of a document review at NRC headquarters and at the plant site, interviews with FPC maintenance, operations, engineering, and training personnel, and a walkdown of the EFW system and any related EFW-support systems or plant decay heat removal features which bear on required EFW reliability.
To enable us to complete our review, we request your assistance in the following areas. We request that you furnish as soon as possible, but not later than March 1, 1987, as much of the information as is feasible listed in the enclosed "AFWS Overall Reliability-Peview Parameters" (Enclosure 2).
This list was made available to members of your staff on February 5,1987.
Information which cannot conveniently be transmitted to NRC headquarters should be made available at the plant site at the time of our plant visit. As discussed with members of your staff, this visit by approximately seven NRC personnel is presently planned for March 31 through April 3,1987.
Identification of team members and other NPC staff participating in this visit will be made available to you as soon as the information is firm.
