SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO.105 TO FACILITY OPERATING LICENSE NO. DPR-59 POWER AUTHORITY OF THE STATE OF NEW YORK JAMES A. FITZPATRICK NUCLEAR POWER PLANT DOCKET N0. 50-333

1.0 INTRODUCTION

By letter dated July 11, 1986, the Power Authority of the State of New York (PASNY/ licensee) submitted proposed changes to the Administrative Controls Section of the Technical Specifications (TS) for James A.

FitzPatrick Nuclear Power Plant. Specifically, the proposed changes requested by the licensee involve a management reorganization of the licensee's headquarters staff.

2.0 EVAll'ATION 2.1 Proposed Change to Figure 6.1-1 The licensee proposed the following changes to Figure 6.1-1 of the FitzPatrick TS.

The Department of Quality Assurance and Reliability has been changed to the Department of Appraisal and Compliance Services.

In addition, the title of the Vice President of Quality Assurance and Reliability has been changed to Senior Vice President - Appraisal and Compliance Services. The Department of Appraisal and Compliance Services will retain all functions of the former Department except for the functions of Reliability Services. These functions have now been assigned to the Department of Engineering and Design.

It is appropriate that Reliability Services report through engineering since engineering and purchase standards are set in this area.

The Director of Safety and Fire Protection who previously reported to the Vice President - Quality Assurance and Reliability, now reports to the new position of Director of Security, Safety and i

Fire Protection. The only change for the Director of the Safety and Fire Protection is in reporting responsibility. He now reports to the new position of Director of Security, Safety and Fire Protection.

reporting relationships should improve managerial control and provide better management efficiency. The reorganizction should provide clear effective lines of authority. Therefore, we find these changes z -

13.1.2oftheStandardReviewPlan(SRP).

2.2 Proposed Change to Figure 6.2-1 The proposed changes to Figure 6.2-1 reflect the. change in title of.the Senior Vice President Quality Assurance and Reliability.- In addition, a new position has been added. The Director - Quality. Assurance will j

report to the Senior Vice President - Appraisal and Compliance Services.

. Quality Assurance Program. The Director - Quality Assurance will.

I provide for a closer monitoring of safety related activities and will report to affected department heads concerning Quality' Assurance Program requirements.

i The staff finds that the above proposed change will better focus manage-ment attention on the performance.of activities related.to safe j'

operation.

In particular, we feel the change will increase the involve-i ment of the Quality Assurance organization. Therefore, we find this-proposed change acceptable.

2.3 Proposed Change to Subsection 6.5.2.2 i

The proposed changes to subsection 6.5.2.2 are as follows:

.The responsibility and title changes for the Vice Presidents'of Nuclear Operations, Nuclear Engineering and Nuclear Support will allow for-i managerial efficiency and consistency of overall activities in each of

-their specific areas. These responsibility changes allow the_ licensee to better provide focused functional area management. All the.Vice 4

Presidents mentioned above will report to the Executive.Vice President:-

Nuclear: Generation.- In addition, all the individuals. described in this section meet the minimum acceptable levels set forth in ANSI N18.1-1971, as applicable. For the above reasons, the staff finds these proposed changes to be acceptable._

3.0 ENVIRONMENTAL CONSIDERATION

S l-i This amendment relates to changes in administrative procedures or

}

requirements. The Commission has previously issued a proposed finding that the amendment involves no significant hazards consideration'and there has been no public comment on such finding. Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10) and pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental ' m ssment need be prepared in connection with the~ issuance.of-this amendment.

4.0 CONCLUSION

The staff has concluded, based on the considerations discussed above, j

that:

(1) there is reasonable' assurance that the health and safety'of i

the public will not be endangered by operation in the proposed manner, and (2) such activities will be' conducted in compliance with the Com-mission's regulations, and the issuance of the amendment will not be inimical to the common defense and security or to safety of the public.
