The staff presented its evaluation and conclusions with respect to the q'uality assurance program for this proposed WPPSS Nuclear Project No. 4 (WPPSS 4) in'the Safety Evaluation Report (SER) dated May 1975.

Since the issuance of the SER, the Washington Public Power Supply System has, reorganized their management structure as described in the Testimony of Duane L. Renberger Regarding Management Organization and Quality Assurance in an affidavit dated December 2, 1977 and enclosed in a letter from D. L. Renberger of Washington Public Power Supply System to fir. I have reviewed the proposed organization change based cn the information contained in Duane L. Renberger's testimony ar.d find that the change ufil

for schedules and cost. None of the co'nmitments to establish and implement a Q1 program have been changed.- The staff conclusion that the Wachington Public Forter Supply System QA program for WPPSS Nuclear Project Na, 4 is acceptable and includes an acceptable QA organization with adequate policies and controls to implement the requiren'ents of Appendix B to 10 CFR Part 50 remains unchanged.

I also assisted in techaical guidance to regulatory offices and Headquarters staff in assessing tre adequacy of the QA progress of utility companics and contractors.

Prior to joining the AEC, my earlier carcer included roles as a Chief Engineer for shipboard power plants during the latter part of L:orld F!ar II, and subsequently as engineering faculty mer.ber of the Engineering School at Villanova University where I taught power plant subjects and other enqineering subjects.

In 1951 I became a staff engineering member of Los Alamos Scientific Laboratories, Los Alamo!, fiew Mexico, where I participated in nuclear projects work. From 1955 - 1959, I was a member of the Atomic Energy Division of Babcock - U11cox where I held engineering design and project engineering - Project l'anagement roles for nuclear power projects.

From 1959 - 1961, J was a llanager, Reactor Plant Equipment and Systems for General Dynamics Corporation in its gas cooled reactor design, develepment, and test effort.

In 1961 I affiliated with Radio Corpo-ratinn of America in technical and consulting roles associated with nuclear power, nuclear weapons, radiation effects, advanced systems engineering, reliability ond fundamental and applied research, design, dnd dEVeiopment efforts in specializee nuclear, aerospace, and major military defense systems areas.

My nuclear power industry experience has included participation in planning, development, erigineering, prototype testing, design, construction, menu-facture, vendor evaluation, quality control, and project engineering and managerent effort associated with various nuclear projects.

I participated in the ucrld's first nuclear-passenger cargo ship project, the fl. S.

Savannah and in technical, progran definition, and project management area roles associated with several of the earlier land-based ccamercial nuclear power plants.

I have a Cachelor of Science Degree in Mechanical Engineering, with honors, frcm the University of Illinois,1944. Additional educational oackground has included courses at Columbia University, the Universities of New Mexico and California, and at ituclear Regulatory Cormnission.

I became a Registered Professional Engiricer in lieu Mexico in 1952, a Senior Member of the American Society for Q9ality Control, a past or present member of several other technical societies such es American Society tur Mechanical Engineers, Amerkan kleiding Society, American Foundry Society, Instrument Society of A:r. erica; and held racmberships and officerships in several national scholastic honerary societies including Sigma Tau, Pi Tau Sigma, and Tau Beta Pl.

I have also prepared and delivered a number of talhs and several educatinnal semin3rs in the QA area.

AFFIDAVIT OF ARNOLD H. MELTZ I, Arnold H. Meltz, having been duly sworn, state that:

I am the financial analyst assigned to WNP-4. A copy of my professional qualifications is attached.

By letter dated December 9,1977, the applicant submitted three affidavits, one of which was an update of financial qualifications, dated December 5, 1977, by James D. Perko, the Assistant Director for Finance and Administration, and the Treasurer of the Washington Public Power Supply System. The affidavit contains information concerning the current estimate for the cost of WNP-4 ($1,869,982,000), and recent financing activities undertaken by the applicant, both of which were not previously reflected in the record of this case.

Mr. Perko's December 5, 1977 affidavit also notes that prior testimony by WPPSS officials established estimated costs for WNP-4 of $1.095 billion (NRC docket number 50-460 and 50-513, Applicant's Exh. 42) and later, approximately $1.715 billion (NRC Docket Nos. STN 50-508, STN 50-509, Tr. following p. 598 at pp.11). The instant affidavit by Mr. Perko d

. shows a WNP-4 cost estimate significantly greater than the earlier estimate of $1.095 billion evaluated by J.im Petersen in his affidavit (August 6, 1976, Staff Exhibit 12) in this proceeding. However, this increase does not change our earlier finding that WPPSS is financially qualified tt '.esign and construct WNP-4.

Our conclusion is based on our judgement that there is reasonable assurance that the estimated cost increases can be met under the WPPSS project financing method. As the Staff stated i

previously, "WPPSS' ability to finance its capital expenditures is wel established by its issuance '.o date of billions of dollars in highly rated revenue bonds and notes." (NRC Docket Nos. STN 50-508, STN 50-509; Staff Exhibits 16 and 21).

Consequently, I conclude that there is no reason to change the Staff's prior. favorable determination concerning the applicant's financial qualifications, as presented in the affidavit of Jim C. Petersen, dated August 6, 1976.

ARNOLD H. HELTZ PROFESSIONAL OUALIFICATIONS I am currently the Senior Financial' Analyst at the U. S. Nuclear Regulatory Co=nission and am responsible for coordinating all financial qut.lifications review activities during the licensing process.

In this regard, I plan and direct the staff financial evaluation of specific facility applications. These evaluations include a review of estimated construction costs or operating ex-penses, projected financing methods and underlying assumptions, regulatory trends, and money and cepital market developments.

I have also served as an expert witness in certain safety hearings before the Atomic Safety and Licensing Coard when financial quali-fications was a contested issue.

I was graduated from Boston University in 1965 with a B.S.B.A. in-Finance and received an M.B.A. in Finance in 1956 and a J.D. in Law in 1969 frco the University of California at Berkeley.

I am a me,ber ci Esca Gamma Sigma, the national business administration honorary society, the New York Bar, and the American Bar Association and its Section of Public Utility Law.

Prior to joining the Nuclear P.egulatory Commission in December 1974, I spent over two years with the New York Public Service Cunrnission as a financial analyst in the Utility Finance Section of the Office of Accounting and Utility Finance. My responsibilities in this position included preparing testimony and exhibits in the cost of capital and rate _of return areas and serving as an expert witness on these subjects in rate proceedings. I have testified in cases dealing with electric, gas, telephone, and water companies. My duties also involved making reco:r.endations to the Comission on the suitability of utilities' financing petitions after an analysis of their financial condition, construction program, and ability to raise short and long-term capital.

1872 EARTH 00AKE - MEETING OF OCTOBER 17, in77 I talked with Larry Grume. Technical Division Manager at WPPSS, who is directly responsible for the direction of the recent 1872 earthquake studies and the preparation of the final report concerning the earthquake's ir: pact on the Hanford sites.

Gructne said that the final report would be delayed from October 3 to October 10, 1977. The report is embodied in Amendment 23 to the iP:9-1. 4 application. The amendnent is specifically written to re-assess the impact of the 1872 earthquake on the W!iP-1 and 4 sites, although it will cbviously have an almost direct application to Hanford 2, which is only one mile west of WNP-1.

Grume pointed out that the meeting which WPPSS requested was for the purpose of (1) rapidly familiarizing the staff and USGS with the content and format of the amend:nent, (2) going over those points WPPSS considers particularly important, and (3) responding to questions. This meeting is tentatively arranged for October 17 in Denver. The presentation will be by WPPSS alone and is expected to take 4 or 5 hours5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br />.

WPPSS has coordinated with Portland General Electric and Puoet Sound Power & Light and they have together agreed that after the initial presentation by WPPSS on the Amendment 23 regarding WNP-1, 4. a relativelv short discussion with the staff and USGS would be held in which the three utilities would be represented by a spokesman, probably John Fruehling of Portland G. E..

The purpose of this second meeting (also on October 17 in Denver) would be to apprise the staff and USGS of the conbined utilities planned response to the tentative agenda for the October 27-2P ' generic

meeting in Portland.

SupMARY OF MEETING TO DISCUSS WPPSS' ASSESSMENT OF 1872 EAP,THQUAXE A meeting was held on May 25, 1977 at the Greenwood Inn. Olympia, Washington, among NRC staff, the USGS, and the Washington Public Power Supply System and consultants. A list of attendees is attached.

The meeting was opened by Carl Stepp with a review of the status of the WPPSS No. 4 review and a clarification of the NRC request for information concerning the notential impact of the 1872 earthquake on the seismic design basis for tne unit. David T111 son sumarized the applicant's activities related to the 1872 earthquake as follows:

The applicant has assimilated additional data and interpretations related to the 1872 earthquake. This infomation will be sutaitted to the NRC in a report about June 15. and will place the utility's interpretation of the 1872 earthquake on record. The utility is also conducting an extensive investigation ;to assess the impact of the 1872 earthquake on the seismic design basis for the WPPSS No. 4 plant. This material will bu sutmitted in a report to the NRC about August 15. The report will contain geological, geophysical and togtonic investigationg within a region betpen 450 N latitude and 51 N latitude and 118 W longitude and 122 W longitude. The re ort will contain the results of a remote sensing investigation:

(1 a compilation of geolo and unpublished sources; (gic map information from both published

2) a physiographic map; (3) a tectonic map; and (4) a seismotectonic map of the region. A four station array of microcarthquake recorders is being operated in the vicinity of the epicenter of the 1872 earthquake (as determined by Milne).

This infomation, together with the historic seismicity of the region, will become a part of the report.

A sumary of the status of the various alments of the investigation was given by the WPPSS consultants.

They should submit their information on the 1872 earthquake.

2.

With respect to the regional tectonic studies, we suggested that the report should include a discussion of the relationship between structures outside the Columbia plateau region and those within the Columbia plateau region and a discussion of the tectonic significance of the volcanic history of that region.

3.

The seismogenic properties of the Rattlesnake Wallula structure should be reconsidered in view of the 1872 earthquake data and the seismicity studies should include any infonnation available on focal mechanism.
