Attached is the draft PN Region lli is issuing on the latest hydrogen bum at Palisades. The production of 1
. hydrogen was expected, however, it was supposed to be adequately vented away from the cask.
However, as described in the PN, in this case the safety significance was minor. During the licensee's investigation into the bum, they identified that the problem had actually occurred tw_qg. I spoke with Bruce Jorgenson, the section chief in Region lli responsible for dry cask storage, an he stated that they would be following the corrective actions. I suggested his staff review Palisades response to Bulletin 96-04 to assess whether they property implemented the corrective actions they committed to. This issue is similar to a procurser at Point Beach in which they also had noticed a flame during welding but did not pursue it nor write a Condition Report.
Bruce also stated the Jim Dyer, RA, Region lil, wants a public exit on this inspection. This will probably -
take place at the end of June or beginning of July. I told him to let uns know if he would like SFPO support.
