l The Commission has issued the enclosed Amendment No.104to Facility Operating License No. DPR-21 for the Millstone Nuclear Power Station, Unit 1, in response to your j

application dated December'4,1998, as supplemented by letters dated January 18 and 29,1999.

l The amendment changes the technical specifications' for staffing and training requirements to allow the use of Certified Fuel Handlers to meet plant staffing requirements.

' A copy of the related Safety Evaluation is also enclosed. A Notice of issuance will be included in the Commission's biweeki' Federal Reaister notice.
