Dear Mr. Bowling:
l The Commission has issued the enclosed Amendment No.104to Facility Operating License No. DPR-21 for the Millstone Nuclear Power Station, Unit 1, in response to your j
application dated December'4,1998, as supplemented by letters dated January 18 and 29,1999.
l The amendment changes the technical specifications' for staffing and training requirements to allow the use of Certified Fuel Handlers to meet plant staffing requirements.
' A copy of the related Safety Evaluation is also enclosed. A Notice of issuance will be included in the Commission's biweeki' Federal Reaister notice.

The Commission has issued the enclosed Amendment No.104 to Facility Operating j
License No. DPR-21 for the Millstone Nuclear Power Station, Unit 1, in response to your application dated December 4,1998, as supplemented by letters dated January 18 and 29,1999.
The amendment changes the technical specifications for staffing and training requirements 1
