This refers to the inspection conducted by Mr. N. M. Terc of this office and
other accompanying personnel during the period July 7-11, 1986, of activities
authorized by NRC Operating License DPR-40 for Fort Calhoun Station, and to the
discussion of our_ findings with you and other members of your staff at the
H
conclusion'of the inspection.
The NRC is conducting a special appraisal at all operating plants to verify that
[
licensees have completed their emergency response facilities (ERFs) and have met
the related requirements in Supplement 1 to NUREG-0737.
The objective of these
' appraisals is to determine that ERFs are capable of performing those functions
needed to assist licensees in taking adequate protective measures in the event
of a radiological emergency and te assure that the requirements in Supplement 1
to NUREG-0737 have been satisfied. We use the findings from these appraisals as
a basis for requesting individual licensee action to correct deficiencies and
'
-ensure licensee compliance with NRC requirements.
Areas examined during the appraisal conducted at Fort Calhoun Station are
described in the enclosed inspection report. Within these areas, the appraisal
team reviewed selected procedures and records, inspected the facilities and
equipment / supplies, interviewed personnel, and observed walk-throughs.
The
).
findings of this Emergency Response Facilities Appraisal identified 14
deficiencies and 7 unresolved items.
It is requested that you provide this
office, in writing, a schedule for correcting these deficiencies within 30 days
after receipt of this letter.
Within the scope of the inspection, no violations or deviations werc identified.
Should you have any questions concerning this inspection, we will be pleased to
discuss them with you.
