Gentlemen:

1 In the abnve referenced letter, the NRC Lti. 'f documented their concern about the potential interactions of the Plant Protection System (PPS),

the Steam Line Rupture Detection / Isolation System (SLRDIS) and normal control systems.

These concerns were particular i

to several design criterions comitted to in the Final Safety Analysis Report (FSAR).

During an annual 10CFR50.59 inspection (week of October 10,1988),

Mr. Ken Heitner of the NRC Staff raised similar concerns following his review of a SLRDIS related modification (Change Notice 2190).

Public Service Company of Colorado (PSC) is submitting, attached to this letter, an engineering evaluation (EE) prepared to provide an overview and corrpilation of the results of numerous design analyses, accident analyses and engineering evaluations which supported the Fort St.

Vrein Environmental Qualification Prog ram.

This EE specifically addresses the concerns identified above.
