Dear Pr. Cuming:
You have inquired of the NRC Staff whether individual letters of agreement are required with the American Red Cross in regerd to providing aid under a radiological emergency plan and whether pub 7tc school

Tae Cemission in Lono Island Lighting Co. (Shoreham Nuclear Pcwer Station Unit 1), CLI-87-5, 25 NRC 884, 888 (1987), re'.ognized that the American Red Cross charter from Congress and Its national policy recuire that the American Red Cross provide aid in "ary radiological or natural disaster," whether or not there are letters of agreement with the American Red Cross in cennection with a particular emergency plan, In regard to the question of whether school districts are goverreental organizatters, it is the NPC Staff's view that school districts a,e goverteental organizations if their governing bodies are j

Dear Mr. Crocker:
Thank you for your letter of January 22, 1988, wherein you describe LILCO's desire to assist school districts with emergency preparedness, especially as it relates to a potential nuclear emergency at Shoreham.
The position of our school district is that planning is not worthwhile without the assistance of the Suffolk County Police Department.
Currently, the Suffolk County Police Department will not participate, making it futile for y
our school district to become involved in planning discussions.
respectfully decline your invitation to meet at this time.

Dear Mr. Rasbury:
In my January 22, 1988 letter to you I encouraged your organization to participate in emergency preparedness drills and exercises for the Shoreham Nuclear Power Station. This lutter is to inform you of an upcoming federally-graded exercise of the LILCO emergency response plan and to invite you to participate in it. As you may know, LILCO and its separate emergency response the Local Emergency Response Organization
- group, participated in an exercise of LILCO's emergency p(LERO),
lan for the Shoreham Station in February 1986. Such exercises are scheduled, organized, and graded by the Federal Government, and are required ) by the Nuclear Regulatory Commission NRC) to be performed ever two years. Pursuant to that NRC requ roment LILCO and LERO wi 1 be participating in another exercise this yea,r. This year's exercise will take place sometime during June, 1988. l l Although the exercise will not involve members of the L general public, all organizations like yours that are mentioned / in the LILCO plan are encouraged to participate in the exercise. Your participation may consist only of receiving a phone call i from LERO and spnaking to one of its emergency personnel. i In addition, your organization may be contacted by one of the Federal evalua how your orgar. tors or "graders" to answer a few questions aboutization w h an actual Shoreham emergency. beneficial because it helps to confirm the communicationsBut any such participation is capabilities that would be so vital during an emergency. Moreover, participation in such exercises helps ensure adequate preparedness for any emergency because the protective measures, not just a Shoreham emergency, contained in the LILCO plan could be used in hurricanes, fires, or other emergency conditions. ) )

In my January 26, 1988 letter to you, I welcomed the participa-tion of your office in emergency preparedness drills and exercises for ) the Shoreham Nuclear Power Station. The purpose of this letter is to invite your office to participate in the next federally-graded ex r-cise, which will take place sometime during June, 1988.
