Dear Congressman Daub:
I am responding to your February 27, 1987, request for information regarding a concern expressed by Mr. Milo C. White.
The NRC carries out its mandate for assuring public health and safety, in part, by licensing the people who operate the controls of reactors. Only those people who can pass an extensive NRC examination are granted licenses. To assure continued competency, licensed operators undergo continuing training through the licensee's requalification training program. The NRC audits the effectiveness of these programs by administering examinations to selected licensed operators.
Requalification examinations were administered by the NRC to eight operators at the Fort Calhoun Station on November 18, 1986. Based on the results of this examination we det' ermined that there were deficiencies in the licensee's training program. As a result of this finding, we conducted a special review of the operators at Fort Calhoun to assure ourselves that the operating staff had the necessary competence to safely operate the plant. We are satisfied that this is the case. To correct the deficiencies in the training program, we met with the licensee on December 22, 1986, to review the training program and OPPD's proposed corrective actions. The licensee provided additional information in a letter dated January 23, 1987 (copy enclosed). The NRC staff concurs with the OPPD proposed corrective actions and schedule of implementation.
