DAILY HIGHLIGHT PI'. GRIM OFFSITE EMERGENCY PREPARADNESS REPORT The Federal Emergency Management Agency (FEMA) provided a report today (August 6,19B7) to the Nuclear Regulatory Connission on offsite emergency planning for the Pilgrim Nuclear Power Station. Because of concerns brou to its attention FEMA initiated a review of its earlier (Septen6er 1982)ght finding that emergency preparedness for Pilgrim was adequate. Based on this t
self-initiated review FEMA identified six issues repeding offsite emergency planning and has concluded that Messachusetts offsite emergency planning and l
preparedness are inadequate to protect the public health and safety in the event of an accident at Pilgrim.
The six issues identified b evacuation of schools, a reception center for evacuees,y FEMA involve the the beach, special needs i
and transportation dependent populations, and the overall lack of general progress in emergency planning.

The Pilgrim plant is presently shutdown and the licensee expects to be ready to restart the facility by the end of September 1 7.
