Inspection Report No. 50-289/87-06
During the period from February 17 to March 3, 1987, a Region I team of ten
inspectors conducted a startup readiness assessment at the Three Mile Island
Unit 1 Nuclear Power Station.
The purpose of this inspection was to assess
licensee control measures to assure the overall readiness of the facility and
personnel for the planned Cycle 6 startup in light of the five month refueling
outage. At the conclusion of the inspection, Mr. R. Conte of my staff summar-
ized the inspection findings with you and other members of your~ staff.
Since the inspection was conductsd with a number of weeks remaining in the out-
age, the plant was not expected to be, nor was it found to be, fully ready for
startup.
However, the team concluded that overall your control measures were
adequate to assure that a reasonably complete list of prerequisites for startup
was _ identified and documented.
We noted that a significant amount of we-k
remains in the procedure revision and design analysis areas. Careful manage-
ment involvement and close attention to detail on the part of personnel and
their supervisors is warranted to assure a safe restart of the unit.
As a result of our inspections, we identified two apparent violations of NRC
requirements.
In your response, you should follow the instructions
in
-Appendix A.
Also, this letter acknowledges receipt of your letter, dated February 19, 1987,
concerning your test objectives for the integrated functional test of the
remote shutdown panel installed in accordance with 10 CFR 50 Appendix R.
We
are in fundamental agreement with these objectives and we will be conducting a
more detailed review, including test witnessing, in a future inspection.
