'e CONSUMERS POWER COMPANY Docket 50-155 Request for Change to the Technical Specifications License DPR-6 For the reasons hereinafter set forth, it is requested that the Technical Specifications contained in the Facility Operating License DPR-6, Docket 50-155, issued to Consumers Power Company on May 1, 1964, for the Big Rock Point Plant be changed as described in Section I below:

I.

Changes Add the following sentence to the notes following Table 6.2-1:

"During any absence of the Shirt Supervisor from the control room during power operation an individual with a Reactor Operators License shall be designated to assume the control room command function."

Discussion Big Rock Point has received an exemption from certsin requirements of 10CFR50.54(m)(2), granted by Nuclear Regulatory Commission letter dated December 30, 1983. Although not specifically stated in exemption, the requirement of 10CFR50.54(m)(2)(1) to have two Senior Reactor Operators on shift when the unit is operating is the item for which relief was granted.

In 10CFR50.54(m)(2)(111) is the additional requirement that a person holding a Senior Reactor Operators license be in the control room at all times the unit is in an operational mode other than cold shutdown or refueling. Neither our request for exemption dated October 3, 1983 nor the exemption granted by the NRC specifically addressed the requirements of 10CFR50.54(m)(2)(iii), even though our intent was to not restrict the single on-shift Senior Reactor Operator to the control room at all times during power operation.

Our response to NUREG-0737 item I.A.1.2, Shift Supervisor Responsibilities, dated December 19, 1980 specifies that the Shift Supervisors duty station is normally the Shif t Supervisors Of fice and/or the control room and that during periods when he is absent from the control room he informs a Control Room Operator to assume the control room command function. This position had been previously submitted to the NRC in our letter dated January 18, 1980. NRC letter dated May 2, 1980 concluded that this position met NRC requirements pending verification of our procedures and documentation of the verification in an appropriate IE inspection report. NRC Region III inspection reports dated May 27, 1980 and October 21, 1981 documented the NRC verification that our procedures included these requirements.

There are situations where restricting the Shift Supervisor who holds the only on-shift Senior Reactor Operator License, to the control room would hinder safe operation of the plant. These situations include:

l that allow the Shift Supervisor to make decisions on safe plant operation, 2) Instruction or supervision of auxiliary operators,

3) Troubleshooting of operational problems and 4) Issuing clearances on tagouts of equipment for maintenance or repair.

This proposed change allows the needed operational flexibility for the safe operation of the plant and clarifies our intentions which were not specifically addressed in our request for exemption or the exemption granted by the NRC. This change is similar to a previously NRC approved technical specification change issued to Lacrosse on Docket No. 50-409.

III. Analysis of No Significant Hazards Consideration This change will allow the Shift Supervisor, who holds the only required on-shift senior reactor operators license, the flexibility to leave the control room / Shift Supervisor Office area for short durations which will increase his ability to investigate and assimilate overall plant perfor-mance thereby allowing him to make better decisions in regards to safe operation of the plant. This change would therefore tend to decrease the probability of occurrence of previously evaluated accidents or their consequences. This proposed change is also consistent with the intent l

of information previously submitted to and accepted by the NRC in response to NUREG-0737, Item I.A.1.2, Shift Supervisor Responsibilities.

Even though the Shif t Supervisor may not be in the control room /Shif t Supervisor Office area at all times, short notice communications to or from the Shift Supervisor are available through the plant public address system and/or portable radios. Previously evaluated accidents or malfunctions also do not place restrictions on where the Shift Super-l visor is located at the time an accident may be initiated. Therefore this change would not create the possibility of an accident or malfunc-tion of a different type than those previously evaluated.

This proposed change enables the Shift Supervisor to make better, more complete, decisions in regards to safe operation of the plant which tends to reduce the probability of occurrence of an accident and there-fore would tend to increase the margin of safety as defined in the technical specifications. Consequently, this proposed change does not involve a significant hazards consideration.

IV.

Conclusion The Big Rock Point Plant Review Committee has reviewed this Technical Specification Change Request and has determined that this change does not involve an unreviewed safety question and therefore involves no significant hazards consideration. This change has also been reviewed I

3 under the cognizance of the Nuclear Safety. Board. A copy of this Technical Specification Change Request has been sent to the State of Michigan official designated to receive euch Amendments to the Operating License.
