Dear Mr. Gagliardo:

Inspection Report 86-11 Notice of Deficiency Omaha Public Power District (0 PPD) recently received Reference 2, identifying a deficiency in our emergency preparedness program.

Specifically, the man.ual graphical method for offsite dose assessment was stated as providing exces-sively conservative dose projections under certain circumstances.

This deficiency has been reviewed and the cause has been identified.

The method used was based on a single, conservative atmospheric stability class (class F) for all projections. When the actual stability class is A, B, C, D or E, an overly conservative dose assessment would result.

In order to correct this situation, OPPD has developed stability class con-l version factors to provide more accurate dose projections for each of the stability classes. The Emergency Plan Implementing Procedure for dose assess-ment, EPIP-EOF-6, is being revised. The revised procedure is to be issued by September 1, 1986, with appropriate training also being provided. These act-ions are believed to be adequate to correct the identified deficiency.
