Gentiemen:
This refers to the inspection conducted by Mr. R. A. Caldwell of this office
during the period June 9-13, 1986, of activities authorized by NRC Operating
License DPR-40, for Fort Calhoun Station, and to the discussion of our findings
with Mr. L. T. Kusek, and other members of your staff at the conclusion of the
inspection.
Areas examined during the inspection included the physical barriers - vital
area, detection aids - vital area, access control
personnel, security system
power supply, alarm stations, and communications.
Within these areas the
inspection consisted of selective examination of procedures and representative
records, interviews with personnel, and observation by the inspector.
The
inspection findings are documented in the enclosed inspection report.
During this inspection, it was found that certain of your activities were in
violation of NRC requirements.
Paragraph 3 of the enclosed inspection report
provided details of the apparent violation.
As discussed in the telephone
conversation of July 28, 1986, with you, we have scheduled an enforcement
conference in our office at 10:00 a.m. on August 22, 1986, to discuss this
apparent violation, the reasons for occurrence, and your corrective actions.
We

will also discuss any enforcement options if, appropriate.
We have also examined actions you have taken with regard to previously
identified inspection findings.
The status of these items is identified in
paragraph 2 of the enclosed report.
The material enclosed herewith contains Safeguards Information as defined by
10 CFR 73.21 and its disclosure to unauthorized individuals is pro 5ibited by
Section 147 of the Atomic Energy Act of 1954, as amended.
Therefore, the
material, with the exception of the report cover page which is an inspection
summary, will not be placed in the Public Document Room.
