Special Report Lirniting condition for operation 3.3.3.11 of the Trojan Tech-nical Specifications requires the inoperability of radioactive gaseous prccess and offluent monitoring inst.rumentation be reported in the Semiannual Radiological Environmentcl Report.

An ef fluent flowrat e rncasuring device in the condenser air ejector monitoring systen (PRM 6) was inoperable tiiroughout 1985 and was not reported as required.

Since installation of the new condenser air ejector monitoring system (PRM 6 ) in 1984, flovrato measuring device FR-3100 has been inoperable due to an inadequate design.

Since imple-i mentation of the Technical Specification for this system in December 1984, this flowrate has been measured every shift using rotometers (FI-3111 or FI-3184) in order to comply with the Technical Specification Action Statement.

A design review is in progress to determine the permanent changes required to make this flow instrument operable.

The progress of this design review will be reported in future Semiannual Radiological Environmental Reports.
