Attached for your information and use is a copy of Revision 65h to the Commonwealth Edison Company (Comed) Quality Assurance Program Topical Report, CE-1 A, dated January 23,1998.

Revision 65h expands and updates the organizational description section to reflect organizational changes in place as of 1 198; revises select position descriptions to clarify responsibilities; adds applicable requirements to the Comed Augmented Quality Program; and editorially revises select verbiage to improve readability.

It ls Comed's position that these changes do not reduce commitments; do not require approval by the NRC prior to implementation; and continue to meet the requirements of Appendix B.

PREFACE / POLICY O

COMMONWEALTH EDISON QUALITY ASSURANCE MANUAL This Quality Assurance Manual has been prepared to delineate the requirements governing the Commonwealth Edison Company Quality Assurance Program for nuclear generating stations. Implementation of the prograne as described provides a degree of quality assurance commensurate with the requiremen'.s of the ASME Code Section lli (Division 1 & 2 for Concrete Containment), the Code of Federal Regulations and the requirements of the Nuclear Regulatory Commission governing design, procurement, construction, testing, operation, refueling, maintenance, repair, modification, and decommissioning of nuclear power generation facilities. The execution of the Quality Assurance Program will assure that the plants are built and operated to the requirements and with the reliability and safety necessary to safeguard the general public and Company employees.

The President and Chief Nuclear Officer, Nuclear Generation Group has overall l

responsibility for the Quality Assurance Program. Altt,ough specific positions and responsibilities are delineated in Section 1, the achievement of quality is the O

responsibility of each individua; 'volved in Nuclear Operations.

The scope of this program covers the Quality Assurance Program for the life of all Commonwealth Edison nuclear generating plants except that the design, construction, testing and startup of Dresden, Quad Cities, and Zion was conducted in accordance with the quality assurance plans contained in the Dresden and Quad Cities FSARs and the Zion Quality Assurance Manual, pQw AA/
