NOTICE OF VIOLATION University of Missouri at Columbia Docket No. 50186 License No. R 103 During an NRC inspection conducted on January 12 15,1998, a vlotation of NRC regulromonts was identified, in accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," NUREG 1600, the violation is listed below.

Title 10 to the Code of Federal Regulations Section 5.,.64(I 1) states that "Within three months af ter iswnce of an operating license, the licensee shall have in effect an operator requalificc%n program which raust as a minimum, meet the requirements of 555.59 of this chapter. Notwithstanding the provisions of 550.59, the licenseo may not, except as specifically authorized by the Commission decrease the scope of an opproved operator requalification progran." The licensee's Licensed Operator Roqualification Program, Section 2.4, " Annual Operating Test and Evaluation," required that each licensed operator be adminhtered an annual operating test. Individuals authorized to conduct the test included tht Training Coordinator, Reactor Manager, Roactor Operations Engineer, and Shift Supervisors.

Contrary to the above, the 1997 annual operating tests admin;.merod to the Reactor Operations Engineer, all four Shift Supervisors, the Training Coordinator, and one senior reactor operator were conducted either in part or entirely by persons other than those indiviWlais authorized.

This is a Severity Lovel IV violation (Supplement 1).

Pursuant to the provisions of 10 CFR 2.201, the University of Missouri at Columbia is hereby required to submit a written statement or explanation to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C. 20555 with a copy to the responsible inspector, U.S. Nuclear Regulatory Commission, Region Ill,801 Warre willo Road, Lisle, Illinois 60532, within 30 days of the date of the letter transmitting this Notice of Violation (Notice). This reply should be clearly marked as a " Reply to a Notice of Vio ation" and should includo for each violation: (1) the reason for the violation, or, if contested, the basis for disputing the violation, (2) the corrective steps that have Lsen taken and the results achieved, (3) the corrective steps that will be taken to avoid further violations, and (4) thf date when full compliance will be achieved. Your response may reference or include previous docketed correspondence,if the correspondence adequately

-addresses the lequired response, if an adequate reply is not received within the timo specified in this Notico, an order or a demand for information may bo issued as to why the license shculd not be modified, suspended, or revoked, or why such other action as may be proper should not be taken. Where good cause is shown, consideration will be given to extending the response time.
