NRC INTEGRATED INSPECTION REPORT NOS. 50 325/97-13.
50-324/97-13 AND NOTICE OF VIOLATION
Dear Mr. Hinnant:
On December 27. 1997, the NRC completed an inspection at your Brunswick
reactor facility.
The-enclosed report presents-the results of that
inspection.
During the six weeks covered by-this inspection period. our ins)ectors found
that your staff generally took a safety conscious approach to tie activities
conducted at the Brunswick plant.
We are concerned, however, about'three
violations of NRC requirements that were identified.
In the first violation,
clearance records were not retained as quality records.
A configuration -
change that occurred due to recent maintenance activities could not be
reviewed due to records not being maintained.
in the second violation, an
out of-specification value was not red circled as required by plant
procedures. The third violation was due to maintenance procedures not-
specifying inspection criteria to detect deficient seals in a motor control
center and for allowing lubricants different from those specified in-
Environmental Qualification Data Packages.
These violations are cited in the enclosed Notice of Violation and the

circumstances surrounding the violations are described in detail in the-
encirsed report.
Please note that you are required to respond to this letter

and should follow the instructions specified in the enclosed Notice when
preparing your response.
The NRC will use your response, in part to
determine whether further enforcement action is necessary to ensure compliance
with regulatory requirements.
