Dear Mr. Anderson:
On December 1 through 16, 1997, the NRC completed Phase One of an Operational
Safety Team Inspection at your Crystal River 3 reactor facility. The enclosed
report presents the results of that inspection,
. Phase One of the OSTI inspection evalua7.ed your operations, radiological
,
protection, maintenance, and surveillance programs for plant restart
readiness.
During the period of this inspection..your conduct of activities
to progress towards restart of your Crystal River facility was generally -
l
characterized as acceptable.
Three violations of NRC requirements were
'
identified in the area of Plant Support. These violations include examples of
inadequate procedures and failure to follow procedures in the Health Physics
area.
These violations are cited in the enclosed Notice of Violation, and the
circumstances surrounding the violations are described in detail in the
enclosed report.
Please note that you are required to respond to this letter
and should follow the instructions specified in the enclosed Notice when
preparing your response. The NRC will use your response in part, to
determine whether further enforcement action is necessary to ensure compliance
with regulatory requirements.
