contract, this letter definitizes Task Order No. 240.

This effort shall be performed in accordance with the enclosed Statement of Work.

Task Order No. 240 shall be effective the date of this letter through December 31, 1999.

The total cost ceiling is $8,483.00, of which the amount of $8,057.00 represents the reimbursable costs, and the amount of $426.00 represents the fixed fee.

l BACKGROUlQ Generic Letter 96-06 " Assurance of Equipment Operability and Containment Integrity During Design-Basis Accident Conditions." dated September 30, 1996, included a request for licensees to evaluate cooling water systems that serve containment air coolers to assure that they are not vulnerable to waterhammer and two-phase flow ~ conditions.

Licensees have responded to the GL 96-06 request, and in order to assure that licensees have adequately evaluated the waterhammer and two-phase flow concerns, licensees were asked to provide additional information concerning the actual analyses that were completed. As responses to the staff's request for additional information are received, they are being screened to determine if further review by an expert in waterhammer and two-phase flow analysis is warranted.

Because waterhammer and two-phase flow analyses can be quite complex, requiring specific knowledge and expertise that is not readily available within the staff, the staff will rely on contract assistance to complete any additional f eview effort that may be warranted in this regard.

OBJECTIVE The objective of this task order is to obtain technical expertise from Scientech to assist the NRC Staff in reviewing the waterhamer and two-phase flow analyses that have been completed by licensees in response to GL 96-06.

l TECHNICAL AND OTHER SPECIAL QUALIFICATIONS-RE0VIRED i.. -

Scientechshallprovideoneengineer"(iireferablyPhDlevel)whohasextensive knowledge and experience in th'e analys'is of waterhammer and two-phase flow conditions in piping fluid systems, who is cognizant of the analytical methodology described in NUREG/CR-5220. " Diagnosis of Condensation-Induced Waterhammer." dated October 1988, and who is knowledgeable and experienced in the application of NRC licensing and design-basis requirements, especially with regard to application of the single-failure criteria and identification i

of worst-case scenarios.

It is the responsibility of Scientech to assign technical staff, employees, subcontractors, or specialists who have the required educational background, experience, or combination thereof, to meet both the technical and regulatory objectives of the work specified in this S0W.

The NRC will rely on representations made by Scientech concerning the qualifications of the personnel assigned to this task ordel including assurance that all information contained in the technical and cost proposal, including resumes, is accurate and truthful.

DELIVERABLES Task 3.:

The contractor shall submit each letter report to the NRC Technical Monitor, with a copy to the NRC Project Manager.

The letter report shall summarize the results of the review that was performed and conclusions that were reached.. specifically identifying any significant shortcomings and noteworthy conservatisms that exist in the licensees analysis.

MEETINGS AND TRAVEL Participation with the NRC staff on a conference call with the licensee may be needed in connection with Task 2. and a subsequent conference call with the licensee is anticipated in connection with Task 3.

.No travel in connection with this Task Order is anticipated.

NRC FURNISHED MATERIALS The licensee's response to GL 96-06 and subsequent response to the staff's request for additional information (RAI) will be provided to the Contractor.

OTHER APPLICABLE INFORMATION l

l The work specified in this S0W is licensee fee recoverable, and should be charged to the applicable TAC Number.
