Enclosed is a copy of the Final Exercise Report for the July 21-22,"1998 Biennial Radiological Emergency Preparedness (REP) Ingestion Pathway Exercise," for the offsite radiological emergency response plans, site-specific to the Prairie Island Nuclear Generating Station. Copies of this report have been provided to the States of Minnesota and Wisconsin and the risk counties of Goodhue and Dakota in Minnesota and Pierce County, Wisconsin.
No Deficiencies or Areas Requiring Corrective Actions (ARCAs) were identified for the State of Minnesota and the risk areas of Goodhue and Dakota Counties in Minnesota. One ARCA from a previous exercise was corrected for the State of Minnesota. There were no ARCAs from l
previous exercises for Goodhue and Dakota Counties.
There were no planning issues identified during the exercise for the State of Minnesota and Goodhue County. Planning issues identified for Dakota County are as follows:
. The number of dosimeters available for issue from the County EOC is insufficient.
. Dosimeters issued during the exercise, to emergency workers departing the EOC, were not issued in accordance with procedures outlined in the plan.
. No method for emergency workers to record the ingestion of K1 could be identified.

. The Dakota County procedures for route alerting lack definition of the type of route alerting (i.e., primary, backup, supplemeatary, etc.) to be demonstrated.
L No Deficiencies were identified for the State of Wisconsin or the risk area of Pierce County, j
Wisconsin. There was no Area Requiring Corrective Action (ARCA) for the State of Wisconsin.

and 12). Two ARCAs from a previous exercise were also corrected for Pierce County l
(Objectives 5 and 16).
The ARCA in Pierce County, identified during the exercise, was assessed due to the Elmwood Area Ambulance Service's failure to change gloves to minimize the spread of contamination.
Three (3) planning issues for the State of Wisconsin were identified (Objectives 8 and 18). One planning issue was assessed under Objective 8 and two were defined under Objective 18. The Objective 8 issue concerns the field teams lack of written procedures for contamination control of field team equipment kits.
The planning issues assessed under Objective 18 are: (1) The State did not verify that hand-held monitoring instruments, used to make determination on the need for decontamination, were operating properly. (2) A standoff distance should be employed so that contaminated individuals l
waiting in line cannot influence the evacuee being monitored and/or the portal monitor's background value.
Based on the results of the July 21-22,1998 exercise, the oiTsite radiological emergency response plans and preparedness for the States of Minnesota and Wisconsin and the risk counties, site-specific to the Prairie Island Nuclear Generating Station, can be implemented. The plans are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site.
Therefore, the Title 44 CFR, Part 350, approval of the offsite radiological emergency response plans and preparedness for the States of Minnesota and Wisconsin, site-specific to the Prairie l
Island Nuclear Generating Station, granted on September 24,1985 and May 16,1985, respectively, will remain in effect.
