NOTICE OF VIOLATION AND NRC QUAD CITIES SECURITY INSPECTION
REPORTS 50-254/98024(DRS); 50-265/98024(DRS)
Dear Mr. Kingsley:
This refers to the security inspection conducted on December 14-18,1998, at the Quad Cities
Nuclear Power Plant. The purpose of the inspection was to determine whether activities
authorized by the license were conducted safely and in accordance with NRC security related
requirements.
Overall performance of your security organization, except as noted in the attached report, was
sound. Security personnel were knowledgeable of their duties and demonstrated proper
implementation of security requirements. Management activities, particularly those that
involved internal self assessment of the performance of the security organization, were
focused toward maintaining an effective security program. Inspected security equipment
performed as designed.
Based on the results of this inspection, the NRC has determined that one violation of NRC
requirements occurred. The violation was identified by the NRC. The violation is cited in the
enclosed Notice of Violation (Notice) and the circumstances surrounding it is described in
detail in the subject inspection report. The violation involved assigning duties to responders
that prevented them from being immediately available to respond. The violation demonstrated
that licensee security managers had not recognized that the assignment of an additional duty
to armed responsr personnel reduced their response capability. The violation was corrected in
a prompt and effet tive manner.
The NRC has concluded that information regarding the reasons for the violation and the
corrective actions taken are adequately addressed on the docket in this Inspection Report (50-
254/98024 and 50-265/98024). Therefore, you are not required to respond to this letter unless
the description therein does not accurately reflect your corrective actions or your position. In
