Dear Mr. Toelle:
The U. S. Enrichment Corporation (USEC) Informed the staff in July 1998, that Compliance Plan Issues 46 and 50 were behind schedule; however, USEC did not submit an amendment to l
revise the completion dates until November, less 6.0n six weeks before these items were due to be completed in accordance with the Compliance Pn The staff is concemed about the lack l
of timeliness. In the future, USEC is advised that amendment requests should provide
. adequate time for both the staff's review and the public participation process to be completed before an amendment is needed.
l The staff is also concerned about the lack of progress on Compliance Plan issues 46 and 50, L
which require that the criticality accident alarm system (CAAS) be upgraded to address l
audibility issues. The Cornpliance Plan has been in place for over two years, and it appears j
that Paducah staff has made limited progress in completing these items. To provide additional assurance that progress is being made and that these issues will be completed by the new deadline of January 18,2000, the staff requires that USEC submit progress reports every other month starting on February 1,1999. These reports should be submitted by the first of the month and describe the progress made during the previous two months.
in addition, USEC has stated that an amendment to revise the Technical Safety Requirements j'
(TSRs) to reflect the surveillances for the new CAAS design will be submitted by February 26, 1999. USEC should make sure that the amendment request is submitted wellin advance of the l
time when the new TSRs will be needed. The amendment request should contain the implementation schedule for the new TSRs.
