Dear Mr. Saffell:

The purpose of this letter is to bririg to your attention the efforts of Mr. Mark P. Morgan of your staff in the program managerr ent of the NRC's Program to Support Regional Operator Licensing Activities - Examinations (In,tial and Requalification) at Non-Power and Power Reactors.

Since March 1992, Mr. Morgan has effectively managed the contract project through i

follow-on contracts to the present. During this time, his performance has been outstanding and is to be commended for a job well done. Mr. Morgan ensured that the laboratory proposal (s) were prepared in accordance with the NRC s Form 189, " DOE Laboratory Project and Cost Proposal for NRC Work." The high quality of this foundation work was fundamental to the success of the project for each of the five projects managed by Mr. Morgan. He consistently ensured compliance with the NRC's Statement of Work (s) and the technical approach stated in the approved NRC Form 189. He was very effective in tracking the cost against technical progress through a detailed review and analysis of each task order, preparing the Monthly Letter Status Report to the NRC, resolving performance problems associated with any task order, communicating frequently with the NRC's Project Officer and Technical Monitor as well j

as others, and documenting substantive action items to keep the project on schedule, v' t.in cost limitations. He set an example as a certified NRC Operator Licensing Examiner tc. snsure that each contract examiner under his direction exhibited the highest level of integrity and quality in performing examination task orders.

We are very pleased with the overall quality of the work and the reliability of Pacific Northwest Laboratory to meet the needs of the NRC during the period of perforrnance, and commend Mr. Morgan on his expertise and management of this important NRC Program to Support Regional Operator Licensing Activities.
