REQUEST FOR WITHHOLDING INFORMATION FROM PUBLIC DISCLOSURE 1
By letter dated October 6, 1988 with its enclosures New Hampshire Yankee submitted material requested by the staff on the Seabrook Plan for Massachusetts Communities (SPMC) and the FEMA-REP-10 Design Report (This report pertained to the Vehicular Alert and Notification System.).
The letter stated that the submitted information in Enclosure 2 should be withheld from public disclosure pursuant to 10 CFR 2.790. The letter also stated that the reasons were the same as those provided in an affidavit enclosed l
with a previously submitted letter of December 30, 1987 pertaining to SPMC and these reasons were still applicable since Enclosure 2 is just an update of the confidential SPMC information previously submitted.
The affidavit stated that the submitted infonnation regarding names, addresses, places of business and similar identifying information regarding individuals and companies who have agreed to perform certain essential services in connection with implementation of the SPNC constitutes confidential comunications under 10 CFR 2.790.
The letter also stated that the submitted material contained in Enclosure 3 is l
confidential Vehicle Alert and Notification System (VANS) information which f
should be withheld from public disclosure pursuant to 10 CFR 2.790 for the reasons that are the same as those provided in the affidavit enclosed with a previously sbomitted letter of May 18, 1988 that pertained to VANS. These reasons were that public disclosure would constitute an unwarranted invasion of personal privacy and cuuld undermine efficient implementation of the SPMC in the unlikely event of a real emergency at the Seabrook Station.
Your request to withhold from public disclosure the material submitted with your October 6, 1988 letter was reviewed against the requirements of 10 CFR 2.790 and, considering that the material submitted is updated proprietary and confidential information, we have detemined that the submitted information requested to be withheld contains preprietary comercial information.
