SUMMARY
OF APRIL 1, 1986 MEETING WITH UTILITY REPRESENTATIVES CONCERNING THE PENDING FIRE PROTECTION SCHEDULAR EXEMPTION FOR THE SWITCHGEAR ROOM On April 1,1986, representative.e from Northeast Utilities (NU) met with the staff to discuss the requested schedular exemption for the fire protection modifications to the switchgear room at the Haddam Neck Plant. A list of the discussion items is enclosed.
Mr. George Pitman, NU, reviewed the plant areas which are affected by the proposed switchgear room modifications and which are the subject of the exemption request.
Mr. Pitman also presented the utility's positions on how the utility satisfies the four criteria identified in the recent comission paper (SECY-85-306) for the granting of future schedular exemptions from Appendix R.
In particular, these criteria are: 1) the utility has proceeded expeditiously to meet the Commission's requirements; 2) the delay was caused by circumstances beyond the utility's control; 3) the schedule represents a best effort under the circumstances and 4) that adequate interim compensatory measures will be taken.
The discussion under items 1 through 3 focused on the licensee's stated inability to proceed with the final design evaluations until the staff issued the final SER for the control room exemptions in November 1984.
The licensee stated that denial of the control room exemptions would have required a redesign of a dedicated shutdown system, making the originally proposed switchgear room modifications obsolete.
The licensee also stated that when they began the final design studies for the switchgear room modifications in early 1985, they discovered that they could not use the originally proposed modifications because it would not have permitted adequate ingress / egress movements for major components within the switchgear room.
In mid-1985, the licensee hired a contractor (CYGNA Corp.) to identify a plan for adequate resolution of this issue and other related SEP issues. The pending exemption request represents the conceptual studies prepared by the contractor for resolving the switchgear room fire protection and related SEP issues.
The staff questioned the licensee's decision To wait until late 1984 to begin final design studies of modifications in this area when preliminary approval for the proposed modifications was given in 1982.

4 approval in late 1984. The staff was also concerned that the proposed modifications and the schedule might not be achievable in view of the fact that the final design studies are still not complete and given the utility's previous failure to meet the stated commitments in this area.
As a resolution of the staff concerns, the licensee agreed to provide a chronology of the activities that occurred at NU during the time period in question. More specifically, the licensee was to provide:
1.
discussion of the level of detail that went into the first engineering studies of the fire protection modifications of the switchgear room.
2.
a discussion of the activities related to fire protection issues at NU relative to the Haddam Neck Plant from 1982 to late 1984.
3.
a discussion of the activities related to fire protection from November 1984 until the submittal of the current schedular exemption request.
4.
a discussion which substantiates the licensee's claim that the proposed modifications are achievable within the proposed schedule.
The staff then informed the licensee that the proposed compensatory measures in the exemption package are inadequate and unacceptable.
The staff stated that, in their opinion, the only viable option was to provide a continuous fire watch in the area. The licensee requested an explanation concerning the inadequacy of the one hour fire watches permitted by the standard technical specifications. The staff explained that the one hour fire watch was a compensatory measure to provide protection for fire areas that already satisfied the requirements of Appendix R whereas the continuous fire watch was used exclusively for areas that are not presently in compliance with Appendix R.
The licensee stated that they would have to obtain corporate and plant management approvals before any additional compensatory measures could be proposed. The staff reiterated its position that the proposed measures were currently inadequate and that the utility must i
improve its proposals concerning compensatory measures before the staff would be in a position to consider approval of the schedular exemption request.
In discussion of the remaining agenda topics, the licensee stated that they have no plans to request a deferral of any planned fire protection audit inspection by Region I.
They also stated that the proposed modifications for the Haddam Neck Plant will not delay the fire protection schedules for either Millstone Unit 1 or 2.
Lastly, the utility believes that receipt of Generic Letter 85-01 on fire protection would actually formalize relief from some of the current staff requirements and that it would not result in any new requirements for the proposed switchgear room ~ schedular exemption.
