SUBJECT: NRC INSPECTION REPORT N0. 50-325/88-15 AND 50-324/88-15

This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by

William H. Ruland on April 1 - 30, 1988.

The inspection included a review of

.

activities authorized for your Brunswick facility.

At the conclusion of the

inspection, the findings were discussed with those members of your staff

identified in the enclosed inspection report.

Areas examined during the inspection are identified in the report.

Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

The inspection findings indicate that certain activities appeared to violate

NRC requirements. The violation described in the enclosed Inspection Report is

under consideration for escalated enforcement action.

Accordingly, no Notice

of Violation is being issued at this time, and no response to this letter is

required.

However, please be advised that the number and characterization of

violations described in the enclosed Inspection Report may change as a result

of further NRC review.

An Enforcement Conference to discuss this violation

has been scheduled for May 27, 1988.

You will be advised by separate

correspondence of the results of our deliberations on this matter.

Also, in

one instance, because all of the criteria for categorization of licensee-

identified violations were met, the violation is not being cited.

The details

pertaining to the licensee-identified violation are described in paragraph

9.a. of the enclosed Inspection Report.

Your attention is invited to unresolved items identified in the inspection

report.

These matters will be pursued during future inspections.

In accordance with Section 2.790 of the NRC's "Rules of Practice," Part 2

Title 10, Code of Federal Regulations, a copy of this letter and its enclosures

will be placed in the NRC Public Document Room.
