Gentlemen:

This refers to the inspection conducted by Mr. H. D. Chaney of this office

during the period July 24 through August 2,1988, of activities authorized by

NRC Operating License DPR-34 for the Fort St. Vrain Nuclear Generating Station,

and to the discussion of our findings with you and other members of your staff

at the conclusion of the inspection.

Areas examined during the inspection included the radiation protection program.

Within these areas, the inspection consisted of selective examination of

procedures and representative records, interviews with personnel, and

observations by the NRC inspector.

The inspection findings are documented in

the enclosed inspection report.

During this inspection, it was found that certain of your activities were in

violation of NRC requirements. Consequently, you are required to respond to

there violations, in writing, in accordance with the provisions of

Section 2.201 of the NRC's "Rules of Practice," Part 2, Title 10, Code of

Federal Regulations.

Your response should be based on the specifics contained

in the Notice of Violation enclosed with this letter.

In addition, we are concerned regarding the deterioration of your

respiratory protection program. Accordingly, you are requested to respond, in

writing, within 30 days of the date of this letter, regarding steps you have

taken to improve your respiratory protection program. We suggest that you use

the recommendations and guidance in NRC Regulatory Guide 8.15 and NUREG-0041

when evaluating your respiratory protection program.

We have also examined actions you have taken with regard to previously

identified inspection findings.

The status of these items is identified in

paragraph 2 of the enclosed report.
