Dear Administrative Law Judges:

Enclosed is LILCO's Motion for Leave to File a Reply Drief, and the accompanying Reply, to Intervenors' and NRC Staff's Oppo-sition to LILCO's Appeal from LBP-88-2.

The motion and brief are being filed promptly after receipt by LILCO of the Staff's brief on Tuesday, May 3, 1988.

Since the Staff had previously urged the Licensing Board to find a number of fundamental flaws in the LILCO Plan as a result of the February 13, 1986 exercise, LILCO believed it in the inter 3st of judicial efficiency to await the Staf f's brief and file a single reply ':o both the Intervenors and the Staff.

Since the Staff in its brief supports major portions of LILCO's appeal, LILCO seeks leave t.o reply only to those as-pects of the Staff's brief that disagtee with LILCO's March 14 brief.

Last evening, LILCO received by telecopier Intervenors' Motion for Leave to Respond to the NRC Staff 3rief.

LILCO does not oppose that motion, provided LILCO's motion for leave to file the enclosed reply brief is granted.
