Gentlemen:
Public Service Company of Colorado (PSC) is hereby submitting, for the NRC's information and review, the Fort St.
Vrain (FSV)
Fire Protection Program Plan (FPPP), Revision 1.
Enclosed are 11 copies of the replacement sections of the FPPP.
Reference 1 submitted the FPPP original issue (-i vision 0 ) and Reference 2 submitted the Fire Protection Operabilit) Jequirements, Issue 2 (FPPP Section FP.6.1).

P-88265 Page 2 July 22, 1988 NRC Generic Letter 86-10 (Reference 3) recommends that licensees submit a FPPP.
Portions of the FSV FPPP have previously been approved by the NRC through Safety Evaluations or by an NRC-approved exemption (as noted in FPPP Section FP.5.6), while other portions are under review by the NRC.
Reference 4 provided the NRC with the response to a request for additional information on the FPPP.
Some of these responses left open items that must be incorporated into the FPPP upon resolution.
Also, a third party audit has resulted in some FPPP issues being unresolved.
Upon resolution of all open items the FPPP will be updated and submitted to the NRC for final approval.
Brief descriptions of the Revision 1 principal changes or additions to affected sections of the FPPP are included in the attachment.

Attachment to P-88265 Description of Principal changes Incorporated in Revision 1 of the FPPP Section FP.1 Updated this section regarding the storage of oxygen.
Revised the FSV Fire Protection Engineer (FPE) qualification requirements to be in accordance with BTP 9.5-1 and stated that FSV's FPE meets these requirements. Added revision numbers or dates to Regulatory Guides and Industry Standards.
Section FP.2 Added a discussion stating that some emergency lighting is powered from ACM for a fire in a non-congested cable area.
Addad Taole FP.2.8-1 which lists:
all fire areas; fire ratings for itre area boundaries, penetrations, and dcmpers; whether construction satisfies Appendix R; door numbers; and FPOR 14 fire doors. Added revision numbers or dates to Regulatory Guides and Industry Standards.
Revised the list of areas containing fire detection to be more accurate.
Updated the Emergency Lighting section for self-contained eight-hour battery powered lights, ACM powered lights in the Reactor Building and Turbine Building, yard lighting, and hand-held lights and flashlights to clarify locations, power supplies, and operation.
Expanded the description of the emergency breathing air systems.
Section FP.3 Revised this section to specify Fire Protection Shutdown /Cooldown Train A or Train B where no specific train was identified in the text.
Added a Fire Hazards Analysis (FHA) for the main cooling towers and the diesel fuel unloading areas.
Added the emergency lighting that is available for each fire zone / area. Updated the FHA for various fire areas to be more accurate.
Updated the "Compliance with Appendix R (Sect. III.G)" discussion to be more accurate.
Section FP.4 Revised the tables for the Fire Protection Shutdown /Cooldown Train A and B components to be more accurate.

P-88265 based on an engineering evaluation for Trains A and 8 which updated the list for valves requiring manual actions and added a list for valves not requiring manual actions but whose mispositioning could affect the flow path. Added a discussion on the FSV October 1987 fire including findings and recovery actions. Added the conclusions of the NRC Safety Evaluation Report on the Fire Protection Shutdown /Cooldown Trains A and B.
This SER states that the models for these Trains have adequcte decay heat removal capccity from an initial power level of 82%.
Section FP.5 Revised the FSV comparison to Appendix A of BTP 9.5-1 to state what exceptions FSV is taking to the guidelines and justified the exceptions.
This revision was equired where FSV stated that the intent of the guideline was met.
Added references to the Safety Evaluation Reports received from the NRC on Appendix R compliance and the Fire Protection Shutdown /Cooldown models being adequate for decay heat removal from an initial power level of 82%.
