Subject:
SEABROOK PUBLIC MEETING ON JULY 2, '1988 The Seabrook Nuclear Power Station conducted a qualifying emergency preparedness exercise on June 27-28, 1988.
The States of New Hampshire and Maine,'as well as the New Hampshire Offsite Response Organization (NHY ORO) participated. :The Commonwealth of Massachusetts did not participate. A public meeting regarding the Seabrook Nuclear

Power Station exercise was conducted on July 2,1988 from 1400 to 1730 at the Portsmouth High School, Portmouth, New Hampshire. -This meeting was required by FEMA regulations 44 CFR 350.10 and was noticed in local publications as required.
The presenters included: Richard Donovan, FEMA I RAC Chairman; Craig Conklin, NRC; David Brown, Directoi Emergency Management, State of Maine; Richard Strome, Director Emergency Management, State of New Hampshire; and George-Gram, Executive Director of Emergency Preparedness and Community Affairs representing NHY OR0. The meeting format was threefold. The first part consisted of an overview of the planning process by the States of New Hampshire and Maine and NHY ORD.
The-second part presented the findings 3
of the exercise by FEMA, NRC, the States of New Hampshire and. Maine, and NHY OR0.
The third part war opened to the public for suggestions, comments and questions.
The entire proceeding was recorded and a public transcript will be provided.
This transcript will include written comments which will be accepted up~ to August 8,1988.
FEMA summarized the findings for each organization and indicated that although no deficiencies were identified, there are areas that will require corrective action.
The meeting was attended by approximately 150 people.

people carrying placards or other outward signs of demonstration. There were instances

of loud verbal comments and heckling, however they were minimal and there was no attempt to disrupt the meeting.
The public comments received were both positive and 1
negative and did not raise any previously unaddressed issues.
Several questions centered and the selection of the meeting date and detailed questions concerning the exercise. Media were present including two television stations and several newspapers.
