SUBJECT: NRC INSPECTION REPORT 50-313/97-13;50-368/97-13 AND NOTICE OF

VIOLATION AND NOTICE OF DEVIATION

Dear Mr. Hutchinson:

An NRC inspection was conducted May 12-16 and June 2-5,1997, at your Arkansas

Nuclear One, Units 1 and 2, reactor facilities, with in-office inspection and followup

conducted during May 19-29,1997. An exit meeting was conducted on June 5,1997,

with Mr. R. Edington and other members of your staff. The enclosed report presents the

scope and results of that inspection.

The inspection identified a violation. The violation pertained to your failure to include all

required ASME Code valves in the inservice test program and a failure to verify the ability

of other valves, which were included in the inservice test program, to fulfill their closed

'

safety function. This violation is of concern because of your failure to recognize that

testing was required in order to maintain a valid double isolation configuration.

The inspection also identified a deviation. We are concerned about the deviation because

it indicates a failure to meet commitments, and to make notification after identifying that

failure.

The violation is cited in the enclosed Notice of Violation (Notice) and the circumstances

surrounding the violation are described in detail in the enclosed report. The deviation is

cited in tie enclosed Notice of Deviation, and the circumstances surrounding the deviation

are described in detail in the enclosed report. Please note that you are required to respond

to this letter and should follow the instructions specified in the enclosed Notices when

preparing your response. The NRC will use your response, in part, to determine whether

further enforcement action is necessary to ensure compliance with regulatory

requirements.
