Gentlemen:
On March 13, 1987, Carolina Power & Light Company (CP&L) submitted a request for license amendment for the Brunswick Steam Electric Plant, Units 1 and 2 to revise the Surveillance requirements specified in Technical Specification (TS) 3/4.4.1.2, "Jet Pumps".
In the January 6, 1988 supplement to this request, CP&L committed to submit additional changes to TS Section 3/4.4.1.2 relative to jet pump operability in l

The proposed change revises the present surveillance requirements to be applicable to OPERATIONAu CONDITION 1 only, and adds a separate surveillance for OPERATIONAL CONDITION 2.
Basis:
As discussed in the original March 13, 1987 amendment request, there have been two occurrences of BWR/3 jet pump hold down beam failures.
As a result, General Electric (GE) conducted investigations of these failures and released its findings in Service Information Letter No. 330, Supplement 1 (SIL 330).
Although there have been no failures of this type 11. BWR/4 beams, GE recommends that licensees with BWR/4 jet pump team designs modify their surveillance requirements to provide more reliable indications of jet pump performence.
The original amendment request included the S!L 330 recommended enhancements to the present surveillance.
These surveillance requirements have been determined to provide accurate indication of jet pump performance during l
OPERATIONAL CONDITION 1.
The data acquired dur'og this surveillance has proven however, to be too scattered to provide accurate indication when used in OPERATIONAL CONDITION 2.
The proposed additional surveillance for OPERATIONAL CONDITION 2 will provide a more reliable i
indication of jet pump operability during this aperational mode.
The surveillance includes verification that the diffaser-to-lower plenum differential pressure (verification of jet pump flow) is within the normal range of the jet pump.
This verification will provide adequate indication of jet pump performance while in OPERATIONhL CONDITION 2.
In both failures described above, significant recirculation system performance degradation occ".rred prior to beam failure.
Therefore, the enhanced surveillance will aid in l
precluding these type failures.

A proposed amendment to an operating license for a facility involves no significant hazards consideration if operation of the facility in accordance with the proposed amendment would not: (1) involve a significant increase in the probability or consequences of an accident previously evaluated, (2) create the possibility of a new or different kind of accident from any accident previously evaluated, or (3) involve a significant reduction in a margin of safety.
Carolina Power & Light Company has reviewed this proposed license amendment request and determined that its adoption would not involve a significant hazards consideration.
Basis:
There have been two occurrences of BWR/3 jet pump hold down beam failures which have caused jet pump mixer displacement.
In both cases, significant recirculation system performance degradation occurred prior to beam failure (there have not been any failures in BWR/4 beams).
In response to these failures General Electric Company (GE) investigated the occurrences and performed structural tests of both BWR/3 and BWR/4 beams.
GE released its findings in Service Information Letter No. 330, Supplement 1 (SIL 330).
This letter recommended that licensees with BWR/4 jet pump beam designs modify their surveillance requirements to provide more reliable indication of jet pump performance to preclude this type of failure.
The original March 13, 1987 request for license amendment provided proposed changes to the current jet pump surveillance requirement consistent with the guidance in SIL 330.
The current surveillance testing required by Technical Specification (TS) 4.4.1.2 is designed to provide reliable performance data while the recirculation pumps are operating at medium to high speeds.
Reliable data has been obtained at slower recirculation pump speeds (<25 percent of rated thermal power).
However, data acquired at pump speeds corresponding to OPERATIONAL CONDITION 2 (<15 percent of rated thermal power) has proven to be too scattered to E2-1 i

provide an effective determination of jet pump performance.
The proposed TS change would require that the current TS surveillance apply to only OPERATIONAL CONDITION 1, and would add a separate surveillance requirement for OPERATIONAL CONDITION 2.
This additional surveillance would consist of verifying that the diffuser-to-lower plenum differential pressure (verification of jet pump flow) is within the normal range of the jet pump prior to entering OPERATIONAL CONDITION 2 and once per 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> thereafter.
This flow verification provides a more reliable indication of jet pump operability while in OPERATIONAL CONDITION 2 than the present surveillance requirement.
The currently available data is too limited to establish a specified operational band which would be statistically valid.
Therefore, a value for deviation from the normal operating differential pressure range is not provided.
Proposed Chances The proposed change revises Technical Specification Section 4.4.1.2 to be applicable to OPERATIONAL CONDITION 1 only, and provides additional surveillance requirements for OPERATIONAL CONDITION 2.
The change does not involve a significant hazards consideration for the following reasons:

Operability of the jet pumps will continue to be applicable during OPERATIONAL CONDITIONS 1 and 2.
The new OPERATIONAL CONDITION 2 surveillance requirement, to verify diffuser-to-lower plenum differential pressure (verification of jet pump flow), will provide a more reliable indication of jet pump operability than the presently required surveillance.
Based on this reasoning CP&L has determined that the proposed change does not involve a significant increase in the probability or consequences of an accident previously evaluated.

requirements of the jet pumps, or the intent of the current Technical Specification.
The change merely effects the method by which the jet pumps are determined to be operable while in OPERATIONAL CONDITION 2.
Therefore, the proposed amendment does not create the possibility of a new or different kind of accident from any accident previously evaluated.
