50-296 BROWNS FERRY NUCLEAR PLANT (BFN) - EXTENSION OF TEN-YEAR INSERVICE INSPECTION INTERVAL The purpose of this letter is to inform the NRC staff of an extension of the ten-year interval for the. Inservice Inspection and the System Pressure Test Programs. The current interval will expire on March 1, 1988 as approved in the NRC letter dated June 20, 1986. The extension will begin the second ten-year interval one year after the next startup of each unit respectively.

The applicable regulation, 10 CFR 50.55 a(g), requires that American Society of Mechanical Engineers (ASME) Code components of. a water-cooled nuclear power facility meet the requirements of-ASME Section XI, Rules for Inservice Inspection (ISI), of nuclear power plant components. In addition, a subsection of this regulation requires the ISI program which is updated every 10 years to meet the requirements of the latest approved applicable edition and addenda of section XI in effect 12 months before the start of the next 120-month inspection interval' The code also provides for an extension of the interval for extended periods of downtime greater than one year.

BFN has experienced approximately four years of out-of-service time which satisfies the code for the allowed extension of the inspection interval.

The first ten-year interval is being extended to one year after the next startup of each unit.

BFN will complete the first ten-year interval ISI examinations and pressure tests before each unit startup from the current outages. The year following startup will allow time for adoption of a new code, program preparation, preparation of implementing instructions, program submittal to NRC, and review and approval by NRC.

TVA reserves the right to extend the first interval should current requests for waivers, dated June 4, 1987, not be approved by NRC before the close of l

the interval.

Such an extension would be made within the criteria of ASME section XI.
