Inspection Report Nos. 50-327/87-67 and 50-328/87-67

This letter forwards the report of an inspection conducted by an NRC team on

Octcber 5-9, 1987 to review the Tennessee Valley Authority's fitness for duty

program. This inspection was conducted jointly by members of NRC's Region II

Office and the Office of Nuclear Reactor Regulation. At the conclusion of the

inspection, the observations were discussed at an exit meeting with your staff

i

members identified in the enclosed inspection report.

The NRC's Policy Statement on Fitness for Duty of Nuclear Power Plant Personnel

(51 FR 27921) and the "EEI Guide to Effective Drug and Alcohol / Fitness for

Duty Policy Development" describe a general approach to designing a fitness

for duty program,

in order to evaluate the overall effectiveness of your

program and to collect information to assist the Commission in deciding future

actions with respect to fitness for duty, the inspectors reviewed certain

supplemental elements of the program not described in the EEI Guide, such as

topics for written procedures, cutoff limits for chemical testing, and program

performance data. Our review of these supplemental elements is not intended to

imply that they are or may become requirements.

One significant observation in the inspection report (see the Inspection

Sumary on page 2) relates to the high threshold limits applied during

laboratory testing which might not detect "casual" or occasional use of drugs.

In addition, only confirmed positive results are reported to TVA line

management. This could result in several days delay between initial indication

of drug abuse and initiation of corrective action by TVA. This delay could

enable individuals with drug problems to continue to perform safety-related

activities.
