DRESDEN STATION UNITS 1,2, AND 3 SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE (SALP 14)
Dear Mr. Perry:
1 Thank you for your letter dated March 20,1997, addressing our systematic assessment of j
licensee performance (SALP) 14 report and our discussion at the February 21,1997, i
public SALP meeting. It is important that you communicate your positions to us relative to our evaluations or issues. This provides valuable feedback to us on our regulatory processes, in response to your request to have the rating in the maintenance area reconsidered, the l
SALP Board reconvened on April 22,1997, to review the additional information you provided and to reconsider the performance category rating in the area of maintenance.
The Board recognized the initiatives you have undertaken to improve performance in the maintenance area. However, the Board concluded, after considering all of the information and reviewing the rating guidance of the SALP procedure, that a change in the performance category rating for the maintenance area was not warranted.
l Your response outlined the actions taken to address performance weaknesses, some of which were discussed in the SALP 14 report, and provided information your staff believed was indicative of a Category 2 performance. We reviewed the performance data you provided for the maintenance department, some of which were discussed during the original SALP board, but we generally do not solely rely on these kinds of indicators to assess performance in a SALP functional area. Our focus is more on assessing the performance of maintenance in the context of the entire plant and staff performance.
Therefore, the Board again concluded that the problems identified in this assessment period, including challenges to important plant systems and testing deficiencies, more appropriately fit the Category 3 performance rating as described in NRC Management Directive 8.6, " Systematic Assessment of Licensee Performance (SALP).'
