BEFORE THE UNITED STATES ICCLEAR REGULATORY COMMISSION In the Matter of Docket No. 50-352 PHILADELPHIA ELECTRIC COMPANY APPLICATION FOR AMENDMENT OF FACILITY OPERATING LICENSE NPF-39 Philadelphia Electric Company, Licensee under Facility Operating License NPF-39 for Limerick Cenerating Station Unit 1, hereby requests that the Technical Specifications contained in Appendix A 'of the Operating License be amended.
The proposed changes are indicated by a vertical bar in the margin of the attached pages 6-1, 6-2, 6-3, 6-4, 6-7, 6-8, 6-9 and 6-13.
Philadelphia Electric Company requests that the attached pages of the Technical Specifications be changed in order to correctly reflect changes to the plant staff organization and to the plant staff position titles.

Licensee requests that the. pages listed below be changed so that the plant staff position title, " Station Superintendent",
is changed on each page t'o," Manager - Limerick Generating Station" reflecting the new plant staff position title.
Changes to the organizational charts on pages 6-3 and 6-4 are also proposed to reflect reorganization of the plant staf f and off-site support organizations.
Fur ther, the reorganization of the plant staf f requires that the wording, but not the intent of paragraph f on page 6-2 be changed, allowing for the use of generic staf f titles in order -
to preclude the need for amendments each time a plant staff reorganization occurs.
The-responsibility and authority for each specific of fice is described further in the administrative procedures.
The addition of organizational groups which were not previously included in paragraph f, page 6-2, is necessary so that groups involved in performing safety-related work, rather than only some of the groups involved ~in performing safety-related work, are included under the limiting provisions of the
. Technical Specifications in regards to overtime hours worked.
The additional groups are restricted in their overtime working hours by the present procedures.
The Licensee further requests that the composition of
'the Plant Operations Review Comittee (PORC) be changed to reflect the plant reorganization with new and additional staff titles as shown on page 6-7, paragraph 6.5.1.2. __

One of those examples, example.(i), is an "... administrative change...
(for)... correction of an error or a change in nomenclature."
The proposed change merely changes the nomenclature from
" Superintendent" to " Manager - Limerick Generating Station" and also changes the administrative organizational charts and titles which depict the structure of the plant staf f and administrative policy; therefore, the proposed changes do not involve Significant Hazards Considerations, since the request:
(1) does not involve a significant increase in the probability or consequences.of an' accident previously evaluated as the proposed administrative changes merely revise the-titles of the plant staf f positions, adds senior staf f members to' t,he Plant Operations Review. Committee and identifies other groups which fall into the overtime limitation controls, but does not affect previous accident evaluations; (2) does not create the

possibility of a new or different kind of accident from any accident previously evaluated because the changes do not change

the responsibilities of each staff position, only the position-title; further, senior staff additions to the Plant Operations Review Committee -increase the ability of PORC to maintain safe operation of the plant; (3) does not involve a significant
.reductionLin a margin of safety as the margin of safety is not affected by administrative position. title changes and further, the margin of safety is enhanced by the addition of senior staf f members to the Plant Operations Review Committee and by the identification of additional groups which would fall into the overtime limitation controls.
The Plant Operations Review Committee and the Nuclear Review Board have reviewed these proposed changes to the Technical Specifications and have concluded that they do not involve an unreviewed safety question or a significant hazards consideration and will not endanger the health and safety of the public.
