Action statement a. specifies the actions to be taken when an area temperature exceeds its limit by "less than 20 F and for less than 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br />". Action statement b. currently specifies the actions to be taken when an area temperature exceeds its limit by "less than 20 F and for more than 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br />".

Action statement c. currently specifies the actions to be taken when an area temperature exceeds its limit by "more than 20 F". The actions to be taken when an area temperature is exceeded by exactly 20 F is not defined nor is the action to be taken when the duration is exactly 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br />. This wording change will correct these discontinuities by including the " equal to 20 *F" with the "more than 20 F" actions in action statement c, and by including the " equal to 20 "F" with the "more than 20 F Safety Assessment Technical Specification 3.7.14 action statements a and b require: a) that the cumulative time and the amount by which the temperature in the affected area exceeded the limited be recorded; and b) that a report be prepared and submitted to the Commission, pursuant to Technical Specification 6.9.2, detailing the cumulative time and the amount by which the temperature'in the affected area exceeded the limited, along with an analysis to demonstrate the continued operability of the affected equipment within 30 days. Technical Specification 3.7.14 action statement c additionally requires that the area be restored to within its temperature limit within four (4) hours or the equipment contained within the effected areas be declared inoperable.

This proposed change:

ensures that action is designated for the condition when area temperature exceeds the limit by exactly 20 F.

causes the more restrictive actions to be implemented when area temperatures are

condition, decrease available safety margins, nor adversely impact the consequences of an accident. It will cause no increase in the risk to the public health or safety. It does not increase either the probability of event occurrence, the probabiluy of human errors mitigating the event, the probability of the failure of mitigating equipment, nor does it introduce any new accidents or equipment malfunctions.

Based on the above, the proposed Technical Specification change is safe and has been determined not to involve an unreviewed safety question.

Si_anificant Hazards Consideration NNECO has reviewed the proposed change in accordance with 10CFR 50.92 and has concluded that the change does not involve a significant hazards consideration (SHC).

The bases for this conclusion is that the three criteria of 10CFR 50.92(c) are not satisfied. The proposed change does not involve a SHC because the change would not:

Involve a significant increase in the probability or consequence of an accident previously evaluated.

The proposed change to Technical Specification 3.7.14 will establish allowable tolerances to ensure that the applicable systems, structures and components are operated within their existing design bases.

Technical Specification 3.7.14 specifies the actions to be taken when an area temperature exceeds its temperature limit. The action taken is dependent on the amount and duration by which the area temperature exceeds its limit. Actions are currently specified for exceeding area temperature by less than 20 F and greater than 20 F for periods less than 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> and for periods greater than 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br />. This change clarifies the actions to be taken when the temperature exceeds its limit by exactly 20 F or exceed its limit for exactly 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br />. It is concluded that this change is a clarification only in that it causes the more conservative actions to be taken at greater than or equal to 20 F, or at greater l

than or equal to 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br />.

The proposed change, therefore, does not involve a significant increase in the probability or consequence of an accident previously evaluated.

Establishment of tolerances and clarification of actions at a specific value does not does change the operation of any system, structure or component during normal or accident conditions.

The change is administrative in nature in that it resolves a discontinuity in the range of temperatures and in the duration period above the applicable limit for

Clarification of i

applicability for the required actions ensures that action is proscribed for all i

possible conditions thereby not permitting operation outside of allowable design.

Therefore, the proposed change does not involve a significant reduction in a margin of safety, in conclusion, based on the information provided, it is determined that the proposed change does not involve an SHC.

Environmental Considerations i

NNECO has reviewed the proposed license amendment against the criteria of 10CFR 51.22 for environmental considerations. The proposed change does not involve a SHC, i

does not significantly increase the type and amounts of effluents that may be released offsite, nor significantly increase individual or cumulative occupational radiation exposures. Based on the foregoing, NNECO concludes that the proposed change meets the criteria delineated in 10CFR 51.22(c)(9) for categorical exclusion from the requirements of an environmental considerations.
