SUBJECT: NRC INSPECTION REPORT 50-285/97-11 AND NOTICE OF VIOLATION
Dear Mr. Gambhir:

On May 23,1997, the NRC completed a special inspection at your Fort Calhoun Station
reactor facility. The purpose of the inspection was to follow up on the May 12,1997,

activities associated with startup. The enclosed report presents the results of that
inspection.

Based on the results of this inspection, one violation was identified? The violation involved
performing activities during reactor startup and approach to criticality that were not
'
specifically addressed by procedure. We are concerned that operations personnel did not
'"
,
initiate a procedure change prior to continuing the approach to criticality when the Group 4
!
control rods were completely withdrawn and the reactor was not critical. Although this
i
violation was identified by Fort Calhoun Station personnel, it is being cited because of the
i
importance the NRC places on proper control of reactivity and the expectation that all
l
activities associated with reactivity be conducted in a formal manner using approved,
i
adequate procedures, in order to more fully discuss our concerns, we are consideriag
i
having a management meeting with Omaha Public Power District representatives.
i

in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter,
its enclosures, and your response will be placed in the NRC Public Document Room (PDR).
To the extent possible, your response should not inciude any personal privacy, proprietary,
or safeguards information so that'it can be placed in the PDR without redaction,
