.P. O. Box 330 Manchester, NP 03105

Dear Mr. Harrison:

SUBJECT:

SEABROOK UNRESOLVED LICENSING ISSUES The scheduled June 30, 1986 Seabrook Unit 1 fuel load date is just a few months away, and there are a number of unresolved licensing issues that need to be dealt with before the NRC can issue a Unit 1 operating license.

In the Enclosure I have listed these licensing issues.

You will note that for most of the items listed there is an applicant's projected (or actual) commitment date for providing the staff additonal information to treat the remaining licensing issues.

These commitment dates were obtained through informal discussions with your Bethesda Seabrook Project Office.

Please inform me formally that you will meet the pro.iected dates and that you agree with the number of issues remaining to be resolved.

I would appreciate your response within a week after receipt of this letter.

2 About a month ago, I discussed with W. Derrickson of your 's' aff that the t

Consturction Permit for Seabrook Station, Unit 1, will expire on June 30, 1986. Since your latest fuel load estimate is June 30, 1986, it appears that you will have to file an application for renewal of the Construction Permit.

1 In accordance with 10 CFR Section 2.109, this renewal application must be filed at least 30 days prior to the expiration of the existing license. Thus, your renewal application for the Seabrook, Unit 1 Construction Permit must be filed no later than May 31, 1986.

i Questions or additional information regarding this matter should be directed to the Seabrook Project Manager, Mr. V. Nerses (301-492-8535).
