Dear Mr. Tran:
In accordance with the National Environmental Policy Act (NEPA) of 1969, Section 309 of the Clean Air Act and the Council on Environmental Quality regulations implementing NEPA (40 CFR 1500-1508), the U.S. Environmental Agency (EPA) has reviewed the U.S. Nuclear Regulatory Commissions (NRC) above referenced Final Supplemental Environmental Impact Statement (FSEIS).
The study is for the Renewed Facility Operating License Nos. DPR 32 and DPR-37 (additional 20 years of operation, May 2032 to May 2053) for Surry Power Station Units 1 and 2 (Surry). Surry is a nuclear power plant located in Surry County in southeastern Virginia. The power station lies on an 840-acre site adjacent to the James River across from Jamestown, slightly upriver from Smithfield and Newport News. EPA Region 3 submitted comments on the draft SEIS for the project in correspondence to NRC dated December 10, 2019.
Thank you for considering our comments on the draft SEIS. We have no objections to the project moving forward. Due to the advanced nature of time frame being evaluated, please consider re-evaluating conditions prior to the commencement of the project. The project, which is a 20-year relicensing of Surry Power Units 1 and 2, will commence in 2033 and 2034, respectively. We understand that the project will continue to comply with state requirements. We suggest in the future, innovative approaches to stormwater management and/or methods for reduction of fish entrainment be considered and incorporated, as needed in facility maintenance.
