IR 96-006, NRC Inspection Report, NRC Commitment for Operations procedure PMT/QC reviews.
3.0 PRECAUTIONS AND LIMITATIONS 3.1 Locate the Volumetrics tester in an area which will limit personal exposure and not expose
'A tester to cold weather or drafts.
'b 3.2 Do not allow liquids to enter the Volumetrics tester or damage may occur.
I 3.3 All liquids must be drained from piping subsystem prior to attaching the test rig.
3.4 This system may contain radioactive liquid and gases and the plant areas being entered l
may be high radiation areas. Appropriate Health Physics practices should be observed.
3.5 CCW contains chromates which are toxic and can be irritating. Face mask and nibber gloves should be worn when handling this fluid.
3.6 Chronnted water should not be drained to the waste liquid system in quantity >l gallon.
Whenever possible, recycle the water by returning it to the CC water system and allowing surge tank level to rise. The transfer system must be clean and free of dirt and oil to minimize the introduction of contaminants into the CC system.

UNIT 2 - REFUELING SHUTDOWN INITIALS 5.0 PROCEDURE NOTE 1: This procedure assumes that the system is configuredper CL-6B, normaloperation.
NOTE 2: Ifsystem was drainedpreviously, N/A Section 5.1.
5.1 Draining CC water from the excess letdown system:
NOTE:
Ifdraining of 2P-1A and/or 2P-1B CC water system is also required, then it should be drainedper ORT 68 and/or 69, respectively, prior to draining the excess letdown system per this procedure.
5.1.1 Shut and red tag:
2CC-766 2CC-865A O
2CC-865B aCAUTIONa ONLY CLEAN AND UNCONTAMINATED CHROMATED WATER MAY BE RETURNED TO THE CC SYSTEM.
NOTE:
Reference Figure 1for transfer system assembly.
5.1.2 Locate a sican 55 gallon barrel with modified barrel lid and transfer pump directly below 2CC-1413, excess letdown CC return test connection, on El. 8' of containment.
5.1.3 Remove the 3/8" x 3/4" adapter at 2CC-1413 and replace with a 3/4" x 3/4" barbed hose connection fitting. Save 3/8" by 3/4" fitting; 5.1.4 Connect a cut-to-length 3/4" ID by 3/16" wall thickness Tygon hose between the transfer pump discharge and 2CC-1413.
Double hose clamp each end fitting.

OPERATIONS REFUELING TESTS MINOR Revision 13 COMPONENT COOLING WATER TO AND FROM January 31,1997 THE EXCESS LETDOWN HEAT EXCHANGER UNIT 2 - REFUELING SHUTDOWN INITIALS 5.1.5 Connect a 3/8" Tygon hose from each of the low point drains, 2CC-1414 and 1415, to the drain connections on the barrellid.
Use Swagelok port connectors and single hose clamps at each l
end of the Tygon hoses.
5.1.6 Connect 3/8" P-tubing from a S A supply through a pressure regulator set at 20-25 psig to 2CC-D8, CC supply low point drain in No. 3 pipeway upper.
NOTE:
Ifthe initial throttleposition of 2CC-772 has been recorded on ORT 68 or 69, Step 5.1. 7 may be markedN/A.
5.1.7 Record position of 2CC-772 Turns Open 5.1.8 Verify 2CC-769 and 772,2HX-4 return valves are open.
5.1.9 Use a GFI, ground fault interrupter, and s50' of 18/3 AWG (or greater amperage capability) extension cord to power the transfer pump.
aCAUTIONa ONCE SYSTEM DRAINAGE / TRANSFER IS STARTED, AN OPERATOR MUST BE CONTINUOUSLY PRESENT AT THE 55 GALLON DRAIN COLLECTING BARREL TO MONITOR THE TRANSFER OPERATION OR THE PUMP SECURED AND VALVES 2CC-1413, 1414 AND 1415 SHUT. FAILURE TO MONITOR THE TRANSFER SYSTEM MAY RESULTIN A CC SPILL IN CONTAINMENT AND A LOSS OF
^
CC WATER FROM THE OPERATING PORTION OF THE CC SYSTEM TO THE CONTAINMENT SUMP.
5.1.10 Open 2CC-1414 and 1415, CC supply low point drains.
5.1.11 Pressurize the CC supply to excess letdown from SA via 2CC-D8 to facilitate draining.
\\
5.1.12 When only air is issuing from 2CC-1414 and 1415, then shut 2CC-D8 and disconnect the SA supply.

THE EXCESS LETDOWN HEAT EXCHANGER UNIT 2 - REFUELING SHUTDOWN INITIALS aCAUTIONa DO NOT ALLOW THE TRANSFER PUMP TO RUN DRY OR PUMP EXCESS AIR INTO THE CC RETURN SYSTEM OR AIR BINDING OF THE OPERATING CC PUMP MAY RESULT.
NOTE:
The Teelself-priming transferpump is a limited dutypump.
Thepump should be operated atfullflow by starting and stopping thepung versus run continuously on throttled recirc to maintain constant barrellevel i
5.1.13 Pump the contents of the 55 gallon drain collecting barrel to the CC water system via 2CC-1413 until nearly dry.
5.1.14 When all systems are drained including the RCP loops per ORT 68 and 69, ifrequired, then add ~5 gallons ofDI water to the barrel. Flush the pump on recire, then pump the remainder of the diluted chromates to the system via 2CC-1413.
5.1.15 Shut and red tag 2CC-772, excess letdown CC return manual isolation.
5.1.16 Open 2CC-769,1413 and the transfer pump recire valve.
5.1.17 Disconnect the tubing at 2CC-735B and connect 3/8" P-tubmg from a SA supply through a pressure regulator set at 20-25 psig.
5.1.18 Pressurize the CC return from excess letdown with SA to facilitate draining.
5.1.19 When air issues at 2CC-1413, secure SA and disconnect the SA P-tubing.
i 5.1.20 Shut 2CC-1413, then open 2CC-D7 and collect the remainder of the piping CC water in a clean container and transfer to the 55 gallon drain collecting tank.
5.1.21 The 55 gallon drain collecting tank should remain available until all testing is complete.
