DANIEL INTERNATIONAL, WOLF CREEK ALTERATION OF ELECTRICAL QC NCRs BY DANIEL INTERNATIONAL QC MANAGEMENT

On March 16, 1983, during an interview on a separate investigation at Wolf DI electrical QC supervisor, ho(DI) QC inspector indicated that a former Creek, a Daniel International nald SWEET, wished to provide information to the NRC concerning procedyre violations a+. Wolf Creek.
On March 17, 1983, the D1 personnel file for Ronala D. SWEET was requested and received at the DI personnel office. SWEET.'s personnel fsie documented that he was hired by DI on May 18, 1981.4 2.
On the evening of March 17, 1983, Ronald SWEET was interviewed by the reporting investigator at the Ramada Inn in Emporia, Kansas.
SWEET stated he had knowledge of several procedural violations committed by DI QC management personnel. SWEET stated that cable rework at Wolf Creek was j
supposed to be accompanied by a rework assignment which is a QC installation card written by construction engineers.
SWEET stated that he knew that craft personnel at Wolf Creek were, as a matter of practice, pulling cables part way out of the conduit.for repair work, and then replacing them without reinspection. SWEET stated he also knew of an NCR written by Tom GAGNON, durino the middle of February 1983, which documented the use of paint put on a junction box which was only approved for duct work. SWEET alleged that construction engineers took this NCR to PATTERSON, the Senior QC Supervisor, and that PATTERSON voided the NCP. SWEET alleged that PATTERSON closed many NCRs this way, and that PATTERSON also changed the wording on NCRs et the request of construction engineers without t.otifying the originator of the NCR. SWEET also alleged that a QC lead by the name-of Ken SAMPLES wrote an NCR against the construction engineers for issuing installation cards before the cables were installed. SWEET stated that construction engineers went to PATTERSON and had him change the wording on the NCR. INVESTIGATOR'S NOTE:
SWEET was not able to identify the construction engineers by name that he alluded to

iWEET expressed knowledgg of an incident early in 1983 involving an electrical QC supervisor, Bill ELLIOTT. who threatened to terminate an
.electricalQCinspector,pevenLARSON',overadisagreementonanNCR.
3WEET'said the NCR was written on a violation of the middle one-third on a support. ~ SWEET also stated he knew of an NCR that had been written against anchor bolts not bearing stamped letter identifications.
INVESTIGATOR'S NOTE: The allegations regarding the termination threat and the NCR on anchor bolts are presently under investigation, and are referenced in
, report number 4 83-005.

5WEEJ stated he had no intentions of trying to get his job back, and that fie was providing this in' formation to the NRC only.because he knew that an
,J4RC investigation'was in progress which involved electrical QC inspectors.
5WEET. stated he had no other. concerns beyond those raised by other electrical
'QC in'spectors and those he had already mentioned.
This information is provided to Region IV for review and evaluation. No further investigation is anticipated on these allegations at this time.
